Title:Delovanje sistema varstva pred naravnimi in drugimi nesrečami ob velikih požarih v naravnem okolju: študija primera gozdnega požara na Potoški gori : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo se osredotoča na vlogo podnebnih sprememb pri pogostosti in intenzivnosti požarov, analizo sistema za zaščito, reševanje in pomoč ter proučevanje učinkovitosti sistema na študiji primera gozdnega požara na Potoški gori leta 2022. Izdelana je analiza delovanja obstoječega sistema varstva pred naravnimi in drugimi nesrečami v primeru velikih požarov ter identificirane pomanjkljivosti in podane priložnosti za izboljšave. V okviru študije primera so analizirani ukrepi, ki so jih sprejeli gasilci in drugi deležniki med požarom na Potoški gori. Rezultati raziskave so pokazali, da obstaja nekaj ključnih izzivov pri obvladovanju velikih požarov v naravnem okolju, vključno s posodobitvijo državnih načrtov zaščite in reševanja ob velikih požarih v naravnem okolju. Na podlagi te študije primera smo ugotovili pomanjkljivosti sistema varstva pred naravnimi nesrečami v primerih velikih požarov v naravi pri povrnitvi nastalih stroškov intervencije posameznim službam in enotam. Država je z nakupom namenskih letal za gašenje požarov v naravi že storila korak naprej k izboljšanju sredstev in opreme za gašenje požarov v naravi. Na drugi strani pa bo potrebno urediti hitrejši postopek refundacije stroškov udeleženim enotam in službam na intervenciji, da bodo ta sploh lahko sodelovala na naslednjih intervencijah. Na kratko je predstavljen primer vložitve refundacije stroškov intervencije pri prostovoljnih gasilskih društvih. Upamo, da bodo ugotovitve koristne za vse, ki se ukvarjajo s preprečevanjem in obvladovanjem požarov, ter navsezadnje za državo, da bi storila korak naprej.

Title:The operation of the system of protection against natural and other disasters in the case of large wildfires: a case study of the forest fire on Potoška gora
Abstract:This diploma thesis focuses on climate change regarding its effects on frequency and intensity of fires. It analyses the present protection system and rescue service based on the case of the forest fire on Potoška gora in 2022. We examined the effectiveness of the current protection system in cases of natural disasters, such as large forest fires, to find deficiencies and to suggest possible improvements. Actions taken by firefighters and other rescuers during the large forest fire on Potoška gora have shown some deficiencies. For better results in such cases some improvements of national plans for protection and rescuing activities are to be done. We have also found out, that some services and units had problems with reimbursement of expenses. The government later purchased some firefighting aircrafts. That is a significant step forward in cases of natural disasters. Rescue units need to be paid off in a shorter time. We include a claim for reimbursement as an example that can be filed by voluntary fire brigades. We hope our findings will be helpful to all services responsible for protection and firefighting. We also expect improvements on the state level.
