Title:Razvoj metodologije za načrtovanje, spremljanje in vrednotenje umirjanja prometa v okviru celostnega prometnega načrtovanja : doktorska disertacija

Abstract:Zmanjšanje vse večjih negativnih vplivov motornega prometa je pomemben element politik različnih sektorjev, še zlasti prometnega, okoljskega in zdravstvenega. Novi poudarki prometnih in sorodnih politik so privedli do preobrazbe strateške načrtovalske prakse prometa, ki jo v večjem delu Evrope, pa tudi v nekaterih delih sveta, pomeni celostno prometno načrtovanje. Eno njegovih pomembnejših strateških vodil je umirjanje prometa, ki prav tako doživlja preobrazbo tako načrtovalskega pristopa kot uporabljanih intervencij. Disertacija se osredotoča na razvoj teorije in prakse celostnega umirjanja prometa. V načrtovalskem smislu ga umešča v sistem celostnega prometnega načrtovanja. V eksperimentalnem smislu potrdi vpliv celostnega umirjanja prometa na aktivno mobilnost, kakovost bivalnega okolja in prometno varnost ter s tem na potovalne navade. Še najbolj pa disertacija prispeva v metodološkem smislu z razvojem nove metodologije celostnega umirjanja prometa ter v njenem okviru prilagojene matrike povezav in prostorov. Rezultati disertacije uveljavljajo vlogo celostnega umirjanja prometa kot enega ključnih elementov celostnega prometnega načrtovanja ter potrjujejo njegovo učinkovitost pri spreminjanju potovalnih navad v bolj trajnostne.

Title:Development of methodology for planning, monitoring and evaluation of traffic calming in the framework of sustainable urban mobility planning
Abstract:Reducing the increasingly negative impacts of motorised traffic is today an important element of policies in various sectors, and especially in transport, environmental and health sector. The new focus of transport and related policies has led to a transformation of strategic transport planning practice, which in most of Europe, as well as in some other parts of the world, is already represented by sustainable urban mobility planning. One of its most important strategic guiding principles is traffic calming, which is also undergoing a transformation of both the planning approach and the interventions used. The thesis focuses on the evolution of the theory and practice of comprehensive traffic calming. In terms of planning, it places it within the framework of sustainable urban mobility planning. In an experimental context, it confirms the impact of comprehensive traffic calming on active mobility, quality of living environment and traffic safety, and consequently on travel behaviour. The thesis makes its greatest contribution in methodological terms by developing a new methodology for comprehensive traffic calming and within it an adapted link and place matrix. The results of the thesis establish the role of comprehensive traffic calming as one of the key elements of sustainable urban mobility planning and confirm its effectiveness in changing travel behaviour towards more sustainable travel patterns.
