Title:Brezpilotni zrakoplovi slovenske policije pri ogledih krajev prometnih nesreč : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Na slovenskih cestah se vsakodnevno srečujemo s prometnimi nezgodami, ki pogosto ovirajo promet, v najslabšem primeru pa zaradi postopka ogleda in ugotavljanja dejstev povzročajo dolge zastoje. Po mnenju strokovnjakov se lahko oglede izvede kakovostnejše in hitrejše z uporabo tehnoloških rešitev. Slovenska policija pri svojem delu že uporablja laserske skenerje za dokumentiranje kompleksnejših prometnih nesreč, temu komplementarna tehnologija pa je uporaba brezpilotnih zrakoplovov. V diplomski nalogi so najprej opredeljeni klasični postopki ogleda kraja prometne nesreče in načini integracije brezpilotnih zrakoplovov v delovanje slovenske policije. S preučevanjem prednosti in slabosti obeh omenjenih tehnologij ter njuno primerjavo smo ugotovili, da se obe napravi uporabljata kot dodatna aktivnost poleg izvajanja klasičnih meritev na kraju in sta namenjeni predvsem prostorskemu umeščanju dogajanja in ne nadomeščanju zavarovanja ter dokumentiranja posameznih sledi. Prav tako smo poudarili možnosti skupne uporabe, predvsem kot rešitve za zagotavljanje natančnejših ogledov. V sodelovanju s slovensko policijo je bila izvedena simulacija prometne nesreče. Njen namen je bil opredelitev najprimernejšega načina preleta kraja, orisati postopke izdelave tridimenzionalnega modela v programu 3Dsurvey ter identificirati druge načine uporabe pridobljenih podatkov. Raziskava je pokazala, da je kombiniran način preleta kraja prometne nesreče najprimernejši za izdelavo tridimenzionalnega modela kraja. Na podlagi modela je bila izdelana računalniška skica, ki smo jo v nadaljevanju primerjali s klasično. S primerjavo razdalj izmerjenih z merskim trakom in tistih pridobljenih v računalniški skici so bili nanizani dejavniki, ki vplivajo na pojav odstopanj. Na koncu ponudimo nekaj priporočil za učinkovitejše delo z brezpilotnimi zrakoplovi, hkrati ugotovitve diplomske naloge odpirajo nova vprašanja in spodbujajo k nadaljnjim raziskavam.

Title:The use of police drones for traffic accident investigation in Slovenia
Abstract:We daily encounter traffic accidents on Slovene roads, which often obstruct traffic and in the worst case, due to crime scene investigation, cause long traffic jams. According to experts investigation can be carried out more efficiently with the use of technology. Slovene police force are already using laser scanners for documenting complex traffic accidents, complementary technology to which is the use of drones. In this thesis, we define classical procedures for investigating traffic accident scenes and possible ways of integrating drones into the operation of the Slovenian police. By examining advantages and disadvantages of the two mentioned technologies and by comparing them, we found out that both are being used as an additional activity in addition to classical on-site measurements of the scene and are primarily intended for the spatial placement of the event and are not meant to replace the securing and documentation of evidence. We also emphasized possibilities of joint use of both technologies, especially as a solution to assure a more accurate view of traffic accident scenes. In cooperation with the Slovenian police force, we performed a traffic accident simulation. Its purpose was to identify the most appropriate way of mapping the scene, outline the procedures for creating a three-dimensional model in the program 3Dsurvey and to identify other uses of the obtained data. The research showed that the combined mode of flying over the scene is the most appropriate for the creation of a three-dimensional model of the accident scene. Based on the model, a computer sketch was made, which was later on compared with the classical one drawn by hand. By comparing the distances measured with measuring tape and those obtained from computer sketch, we listed the factors that influence the occurrence of deviations. Finally we offer some recommendations for more efficient work with drones. The findings of the thesis open new questions and encourage further research on the use of new technologies in traffic accident investigations.
