Title:Pristojnosti in naloge varnostnikov pri preprečevanju in odkrivanju kaznivih dejanj : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Zasebno varnostne družbe ponujajo varnostne storitve številnim uporabnikom in naročnikom na mnogih področjih, ki zahtevajo dodatno varnost, ki jo država s svojimi organi ne nudi. Med številne naročnike zasebno varnostnih storitev uvrščamo trgovske družbe, ki želijo zaščititi ugled svojih trgovin in dodatno zavarovati premoženje in osebe v prodajalnah. Varnostniki imajo na voljo številne ukrepe in druga sredstva ter pomoč tehničnih sredstev za varovanje teh prodajaln. Pomembno vlogo pri preprečevanju in odkrivanju kaznivih dejanj ima tudi policija, ki ima funkcijo preiskovanja teh dejanj. V diplomski nalogi smo skušali opredeliti, kako pomembno je delo varnostnikov in policistov za samo prevencijo ter kakšni so postopki ob odkritju tatvin majhne vrednosti. Ob tem smo želeli opredeliti ali je njihovo delo ne/ovrednoteno, saj je večina ovadb s strani tožilstva zavrženih. V diplomski nalogi opišemo tudi ureditev zasebnega varovanja v Republiki Sloveniji, ukrepe in druga sredstva varnostnikov ter storilce tatvin. Ponudimo tudi možne rešitve in predloge za reševanje problematike bagatelne kriminalitete v samopostrežnih in podobnih trgovinah.

Title:Authorities and tasks of security guards in the prevention and detection of criminal offenses
Abstract:Private security companies offer security services to many users on different areas, that require additional security, that country and its authorities don’t provide. Among many users that use private security services are trading companies that wish to protect reputation of their stores and additionally secure their property and fortune and also people in their stores. Security guards have many security measures and other means and the help of techinal equipment to provide security in the stores. Important role in preventing and detecting crimes has also the police, which also has the function of investigating the crime. In the degree paper we tried to define how important is the work of security guards and police for crime prevention and find out what is the procedure when detecting larceny with low value. We tried to define if their work has any value, because many charges are being rejected by the State Attorney’s Office. We describe private security regulations in Republic of Slovenia, security measures and other means and perpetrators of larceny. We offer possible solutions and suggestions on how to deal with the problematics of larceny of low value in selfservice and other stores.
