Abstract:V namenski rabi mestnega načrta Zagreba – Generalni urbanistični plan (GUP) mesta Zagreb – je za območje industrijskega kompleksa nekdanjega Paromlina predvidena M2, kar pomeni mešano uporabo s poudarkom na javne dejavnosti. Najnovejša iniciativa mestnega sveta je, da se na območje Paromlina umesti centralna mestna knjižnica mreže Knjižnice grada Zagreba (KGZ), za kar je v bližnji prihodnosti predviden tudi javni natečaj. Lokacija se nahaja v centru Zagreba in je oddaljena 1,1 km od osrednjega mestnega trga. Danes je Paromlin “ujet” med Glavno železniško postajo na severni in Koncertno dvorano Vatroslava Lisinskega na južni strani, in je na vzhodu prostor tudi v neposrednem stiku z največjim industrijskim kompleksom v samem središču mesta, TŽV Janko Gredelj, ki prav tako čaka svojo urbano transformacijo. Območje pokriva 3,17 ha površine in se na zahodni strani dotika glavne kulturne osi mesta, ki je predvidena kot podaljšek vzhodnega dela pomembne zelene poteze historičnega dela mesta – “Lenucijeve podkve”. Eno od glavnih vprašanj za to lokacijo je, kako lahko danes povezujemo dve mesti oziroma funkcije tradicionalnega in novega centra, ločenih z železniško progo. Urbanistični del magistrskega dela spoštuje obstoječi načrt in daje predlog možnega dokončanja na delu severno od Paromlina in območju vzdolž proge ter prikazuje možne učinke takega urbanističnega predloga v okviru združevanja urbanega tkiva Donjega grada in dela južno od proge. Arhitekturni del naloge predstavlja vizijo prostorskega razvoja predmetnega območja s poudarkom na umeščanje nove centralne stavbe KGZ-ja v novozasnovani urbanistični kontekst. Osnovni cilj je preizkusiti možnosti transformacije zanemarjenega območja v samem središču mesta v prostor intenzivnega javnega življenja z dominantnimi javnimi vsebinami.

Title:Urban development of the Paromlin area in Zagreb and the project of architectural regeneration of the complex in the Central City Library
Abstract:The general urban plan (GUP of Zagreb) envisions the M2 marking for the former Paromlin industrial area, which means a mixed use with an emphasis on public activities. The latest initiative of the city authorities is to place the central city library of the Zagreb City Library Network (KGZ) in the area of Paromlin for which a public architectural competition is planned in the near future. The location is in the Zagreb city center, and the distance to the central city square is 1,1 km. The Paromlin complex today, is “trapped” between the Main Railway Station to the north and the Concert Hall of Vatroslav Lisinski on the south side, while in the east, the area is also in direct contact with the largest industrial complex in the very center of the city, TŽV Janko Gredelj, which is also waiting for its urban transformation. The area covers 3,17 ha and it leans on the main cultural axis of the city in the west, which is intended as an extension / continuation to the eastern part of an important green line in the historic part of the city - the “Lenuci Horseshoe” or the “Green Horseshoe”. One of the main issues in regard to this location today, is the connection of these two parts of the city, i.e. connection of the functions between the traditional / historic and the new city center, which are separated by a railway line. The urban planning part of the master’s thesis follows the existing plan and proposes a possible completion of a line north to the Paromlin and along the railway line, therefore showing the possible effets of such urban proposition, in linking the urban fabric of a Lower Town and the area south of the railway line. The architectural part of the thesis presents the vision of the subject area spatial development, with an emphasis on the positioning of the new central building of the Zagreb City Library Network (KGZ) in the newly designed urbanistic context. The main objective is to explore the posibilities of transforming a neglected area in the very heart of the city, into a place of intense public life with a dominant public content.
