Title:Ekonomski učinek sistema za zajetje in ponovno uporabo deževnice

Abstract:Namen projektne naloge je ugotoviti smiselnost izgradnje sistema za zajetje in ponovno uporabo deževnice iz ekonomskega vidika ter s ciljem zmanjšanja stroškov uporabe pitne vode (vodarina, odvajanje, čiščenje porabljene vode). Ti stroški se uporabnikom povečujejo zaradi zakonsko obveznega plačila t.i. nadomestila za odvajanje in čiščenje odpadne padavinske vode. Vso padavinsko vodo, ki se steka iz streh ter utrjenih površin v kanalizacijski sistem je potrebno odvesti in prečistiti, pri čemer nastajajo določeni stroški, ki se v praksi nazivajo »nadomestilo za odvajanje in čiščenje odpadne padavinske vode«. Ti stroški se v Sloveniji zaračunavajo uporabnikom od uveljavitve direktive Evropske unije 2000/60/EC (Water Framework Directive 2000/60/EC). Vendar do danes te obveze še niso izpolnile vse občine. V projektni nalogi smo zato opisali porabo in ravnanje s pitno in odpadno vodo, možnosti uporabe deževnice, pregled statističnih podatkov o padavinah za obravnavani območji ter tehnični opis sistema za zajetje in uporabo deževnice na primeru enodružinske hiše. Za oceno višine nadomestila v občinah, kjer tega še ne plačujejo, smo si pomagali z občino Krško, ki je ena od vzorčnih občin, kjer to nadomestilo občani že plačujejo. S podrobnejšim opisom in prikazanim primerom podajamo sistematični pregled nad obravnavanimi stroški, zlasti za tiste uporabnike, ki nadomestila še ne plačujejo. Projektno nalogo smo zaključili z izračunom dobe vračanja investicijskih stroškov sistema za zajetje in uporabo deževnice.

Title:The economic effect of a rainwater harvesting system
Abstract:The goal of this thesis is to find out the economic adequacy of building a harvesting system for rainfall usage, in the spirit of reducing end user costs due to the lawful obligation of paying a compensation fee for the disposal and cleaning of rain wastewater, which will present an additional financial burden for the consumers. Rainfall that is drained from roofs and other solid surfaces into the sewage system needs to be disposed and cleaned, a process that produces additional expenses called "a compensation fee for disposing and cleaning rain wastewater". Before the European Union's directive (Water Framework Directive 2000/60/EC), these expenses were not charged to the citizens of Slovenia. To this date, there are still some municipalities that have not yet fulfilled the obligations of the directive. We here therefore describe the usage and handling of drinkable and wastewater, the possibilities of rainwater usage, an overview of the statistical data of precipitation in the discussed regions as well as a technical description of a rainwater harvesting system, based on a single-family detached house. To estimated the value of the compensation fee for the municipalities, that still need to introduce the fee, we founded our research on the municipality of Krško, where they have already implemented the compensation. We then continue with an overview of end user expenses, especially for those consumers, that are yet to pay the compensation fee, based on a specific household case. We end the thesis with the calculation of the payback period for the proposed rainwater harvesting system.
