Abstract:
Delo na črno je prisotno v vseh državah članicah, za njegovo zmanjšanje si že vrsto let prizadeva Evropska komisija. Najbolj so izpostavljene revnejše države, kjer prebivalci razpolagajo z nižjimi dohodki in manjšimi davčnimi stopnjami. Zaradi gospodarske krize, vse večje stopnje brezposelnosti, nezadovoljstva z delovnimi pogoji ter plačilom, želje po dodatnem zaslužku se vse več ljudi odloča zanj. Negativne posledice nosi za državo, saj jo prikrajša za davčne prihodke in socialne prispevke. Večina se odloča zlasti za gospodinjska opravila, gradbeništvo, gastronomske storitve, vzdrževalna dela ter osebne storitve. Med njimi je vse več moških, ki razpolagajo z večjo količino časa. Problematika pri nadzoru dela in zaposlovanja na črno je celovitost postopkov, težji dostop do uradnih dokumentov ter nepopolnost in zastarelost informacij, kar podaljšuje proces. Delodajalci skušajo z zaposlovanjem na črno zmanjšati stroške dela, kar po drugi strani ogroža socialno in zdravstveno varnost delavca. Posamezniki, ki delajo na črno opravljajo dela v slabših in težjih pogojih, niso opravičeni do zdravstvenega, pokojninskega in nezgodnega zavarovanja, nimajo pravice do regresa, dopusta, povrnitve potnih stroškov ter niso upravičeni do nadomestila v primeru brezposelnosti.

THE EFFECTIVENESS OF SUPERVISORY BODIES IN THE PREVENTION OF RECRUITMENT INTO ILLEGAL WORK
Abstract:
Undeclared work is present in all European Countries, to reduce has been active European Commission. The most vulnerable poor contries, where residents have lower incomes and lower tax rates. Because economic crises, growing unemployment rates, dissatisfaction with working conditions and pay, the desire for additional earnings, more and more people are choosing it. Bear negative consequences for the country, because it deprives them of tax revenues and social security contributions. Most are decided for housework, construction, culinary services, maintenance and personal services. They choose men, because they have more time. Problems in monitoring the work and illegal employment is integrity of procedures, more difficult access to official documents, incomplete and outdated information, which can prolong the process. Employers seeking illegal employment to reduce labor costs, which undermines social and health security worker. People working in poor conditions, without health, pension and accident insurance, are not entitled to holiday pay and leave, travel expenses and allowances unemployment.
