Abstract:Bankroti suverenih držav so stari, kot je staro državno zadolževanje samo. Skozi dolgo zgodovino je bilo nešteto državnih bankrotov, nekateri so bili bolj znani in očitni, nekateri bolj prikriti in pozabljeni. Zakaj in kako države bankrotirajo, je pomembno vprašanje, iz katerega se lahko veliko naučimo za preprečitev prihodnjih državnih bankrotov. To diplomsko delo predstavlja zgodovinski pregled in kontekst državnih bankrotov, od antike do srednjega veka in naprej skozi prvo obdobje finančne globalizacije do velike depresije 30-ih let 20. stoletja. V drugem delu predstavljamo dolžniške krize in bankrote v zadnjih desetletjih 20. stoletja ter zadnje najpomembnejše determinante, ki vodijo do bankrotov držav. Naša najpomembnejša ugotovitev je, da število državnih bankrotov močneje naraste v času večje motnje oziroma krize finančnega sistema na globalni ravni. Še posebej so ranljive tiste države, ki imajo šibke ekonomske temelje in nestabilno politično okolje, kar je predvsem značilno za države v razvoju.

Title:HISTORY OF STATE BANKRUPTCIES: CAUSES AND CONSEQUENCES
Abstract:Bankruptcies of sovereign countries are as old as sovereign borrowing itself. During the long history there were countless state bankruptcies, some very famous and clear, and some more hidden and forgotten through the past. Why and how countries default is an important question from that we can learn to prevent future state bankruptcies. This work creates an historical overview and context in which the countries have defaulted, from the ancient history, through the middle ages, the first era of financial globalization and the great depression in the 1930s. In the second part we describe the debt crisis and sovereign defaults of the last decades of the 20. century and which are the main determinants that lead to latest sovereign defaults. Our main findings are that the number of state bankruptcies progressively increases in times of greater disturbances or a crisis in the financial system on the global level. Most vulnerable are those countries, that have weak economic fundamentals and an unstable political environment, which is particularly true for developing countries.
