Title:ANALIZA FINANCIRANJA OBČIN V SLOVENIJI

Abstract:Občina predstavlja skupino ljudi, povezanih z lokalnim prostorom. V teh skupinah nastajajo številne družbene potrebe, ki jih mora občina zadovoljiti. Povezava med občani in občino izhaja iz skupnega bivanja, ki pripelje do sodelovanja in povezovanja z namenom, da bi zadovoljili skupne interese. Cilj vsake občine je zadovoljiti potrebe občanov ob danih proračunskih omejitvah. Vendar občine ne morejo vedno ponuditi tistega, kar občani pričakujejo od njih. Prav zato sem v diplomskem projektu predstavila delovanje občin, vrste občin, organe občin in njihove naloge. Podrobno sem analizirala sistem financiranja občin, predstavila sem tudi zakonske podlage financiranja občin v Sloveniji. Obravnavala sem vire financiranja občin, osredotočila sem tudi na financiranje občin iz evropskih skladov, ki so vedno bolj aktualen vir pridobivanja dodatnih sredstev. Ukvarjala sem se tudi s problemom zadolževanja občin, ki je tudi eden od načinov financiranja občin. Obravnavala sem še tudi aktualno problematiko financiranja občin, ki vsebuje problem financiranja občin, problem zadolževanja in problem prevelike razdrobljenosti občin. Analizirala sem zadolženost slovenskih občin v obdobju od leta 2008 do leta 2014. Analizirala sem tudi zadolženost občin v letu 2013 po statističnih regijah in izpostavila sem najbolj in najmanj zadolžene občine v danem letu. Zaradi povečevanja števila občin skozi čas je prišlo do vprašanja, ali je v Sloveniji preveliko občin, zato sem se ukvarjala tudi s problemom prevelike razdrobljenosti občin. Opisala sem prednosti in slabosti malih ter velikih občin. Pogledala sem število občin po statističnih regijah in ugotovila, v kateri regiji je največja razdrobljenost občin.

Title:ANALYSIS OF FINANCING OF MUNICIPALITES IN SLOVENIA
Abstract:A municipality represents a group of people, who are related with a local area. A municipality must meet numerous social needs, which arise within these groups. The link between citizens and a municipality derives from joint residence, which leads to cooperation and bonding in order to satisfy common interests. Each municipality’s aim is to meet their citizens’ needs within given budgetary limits. However, municipalities are not always able to offer everything their citizens expect from them. Therefore, the purpose of this thesis is to introduce municipality’s operation, types of municipalities, bodies of a municipality and their tasks. The thesis includes a thorough analysis of municipality financing system and presentation of the legislative basis for municipality financing in Slovenia. Furthermore, it discusses sources of municipality financing, focuses on municipality financing from European funds, which are becoming increasingly more topical source of gaining additional financial means. The thesis also encompasses a review the problem of municipalities’ borrowing, which is another way of financing. Besides this, there is also a discussion on current issues of municipality financing, borrowing issues and the problem of the fragmentation of municipalities. The thesis includes the analysis of indebtedness of Slovenian municipalities between the years 2008 and 2014. Furthermore, the thesis encompasses the analysis of municipalities’ indebtedness in the year 2013 according to statistical regions. The most and the least indebted municipalities in the year 2013 are exposed. Due to increased number of municipalities over time a question arose, whether there are too many municipalities in Slovenia. Thus, we tackled the problem of the fragmentation of municipalities. We described advantages and disadvantages of small and big municipalities. We looked at the number of municipalities according to statistical regions and identified which region has the biggest fragmentation.
