Abstract:
V teoretičnem delu magistrske naloge smo opredelili teorije ravnanja s človeškimi viri in opisali vloge managementa. Pisali smo o karieri, letnem razgovoru in delovni uspešnosti. Opisali smo različne metode zaposlovanja ter predstavili metode ravnanja s človeškimi viri. Izpostavili smo problem, ki ga ima vodja, in sicer: kako izkoristiti ves potencial svojih zaposlenih. Njegova naloga ni lahka, saj mora vzpostaviti dobre odnose in pridobiti njihovo zaupanje. Poleg tega obstaja problem, saj izobražen kader odhaja v tujino, kakovost javnega zdravstva pa se s tem slabša. Zastavili smo si cilj, da bomo izdelali model ravnanja z ljudmi pri delu v javnih bolnišnicah, glede na izpostavljena problema. V empiričnem delu smo s pomočjo programa SPSS potrdili oziroma ovrgli naše hipoteze ter dosegli zastavljene cilje. Želeli smo ugotoviti, ali imajo javne bolnišnice svoje kadrovske oddelke, kakšne metode zaposlovanja uporabljajo in kako pogosto izvajajo letne pogovore z zaposlenimi. Vse cilje smo dosegli in jih predstavili v razpravi. Ugotovili smo, da ima velika večina javnih bolnišnic svoj kadrovski oddelek. Najpogosteje izberejo novega sodelavca z objavo prostega mesta na Zavodu za zaposlovanje, najmanj pogosto s pomočjo agencij za zaposlovanje. Prišli smo do zaključka, da se več kot polovica javnih bolnišnic strinja z različnimi vidiki karierno usmerjenega delovanja. Izdelali smo model ravnanja s človeškimi viri, primeren za javne bolnišnice v Sloveniji, glede na izpostavljena problema.

Title:
HUMAN RESOURCES MANAGEMENT IN PUBLIC HOSPITALS OF SLOVENIA
Abstract:
In the theoretical part of this master's thesis we defined theories of human resource management and described management roles. We wrote about career, annual interview and work performance. We described different recruitment methods and presented procedures of human resource (HR) management. We highlighted the problem a leader is dealing with, i.e. how to harness the full potential of the employees. This is not an easy task because s/he has to establish good relationships with employees and gain their trust. There is an additional problem due to the fact that educated personnel is going abroad and the quality of public health service is thus getting worse. Our goal was to create a model of HR management in public hospitals which would take into account the two mentioned problems. In the empirical part of the thesis we used the SPSS programme to support or refute our hypothesis and achieve the set objectives. We wanted to find out if public hospitals have their HR departments, what employment procedures they are using and how often they are doing annual interviews with employees. We achieved all our goals and presented them in the discussion part of the thesis. We found out that the vast majority of public hospitals have their HR department. Most often they find a new employee by notifying the vacancy to the Employment Service, the least often through recruitment agencies. We came to the conclusion that more than half of public hospitals agree with various aspects of career-oriented activities. We created a model of HR management, suitable for public hospitals in Slovenia, according to the problems noted.
