Abstract:Vodstvo bolnišničnega zdravstvenega programa si mora prizadevati za učinkovito in smotrno porabo vseh razpoložljivih virov ter denarja, zaradi vse dražjih zdravstvenih storitev. To lahko storijo tudi na način, da imajo vzpostavljen učinkovit sistem notranjih kontrol. V zdravstveni dejavnosti so dolžni vzpostaviti uspešen in učinkovit sistem notranjih kontrol, že zaradi tega, ker imajo omejena finančna sredstva in morajo v skladu z Zakonom o javnih financah spoštovati načela učinkovitosti, gospodarnosti in uspešnosti poslovanja. Za zagotovitev učinkovitosti, gospodarnosti in uspešnosti pri ravnanju z javnimi sredstvi je torej nujno potreben nadzor. Na primeru Splošne bolnišnice Celje predstavljamo obstoječ sistem notranjih kontrol pri obravnavi bolnika v bolnišnici. V tem okviru predstavljamo zdravstveno dejavnost in notranje kontrole. Na podlagi obstoječega sistema proučujemo možnosti za dopolnitev in izboljšanje tega sistema.

Title:ASSESSMENT OF INTERNAL CONTROLS IN TREATING THE PATIENT ON THE CASE OF HEALTHCARE SERVICES IN CELJE GENERAL HOSPITAL
Abstract:The management of hospital's health programme has to strive for the efficient and most economical use of all available resources and finances because the healthcare services are becoming considerably more expensive. One of the ways how to achieve this is to establish an effective internal control system. Financial resources are limited and according to the Finance Act, principles of efficiency, economy and viability have to be followed and for these reasons alone, the management has to establish a successful and effective internal control system in the area of healthcare service. Control is therefore essential in order to ensure the effective, economical and successful spending of public resources. With the case of Celje General Hospital we represent the existing internal control system at treating the patient in the hospital. In this context we represent the healthcare service and internal control. On the basis of existing system we examine the possibilities of supplementing and improving the system.
