Title:VLOGA SINDIKATOV IN OCENA POGAJALSKE USPEŠNOSTI SINDIKATA DELAVCEV V ZDRAVSTVENI NEGI SLOVENIJE (SDZNS)

Abstract:Diplomska naloga v teoretičnem delu obravnava področje sindikatov, zgodovino njihovega nastanka, njihovo vlogo, pravne osnove sindikalnega delovanja, sindikalno svobodo, reprezentativnost, stavko in kolektivna pogajanja ter kolektivne pogodbe. Predstavljeni so slovenski sindikati, natančneje sindikati v zdravstveni negi. V ospredju empiričnega dela je predstavitev Sindikata delavcev v zdravstveni negi Slovenije (SDZNS). Poleg opisa narave njihove organizacije naloga zajema predstavitev aktivnosti sindikata v času zadnjih štirih let in ocenjuje njegovo uspešnost v kolektivnih pogajanjih. V nalogi se sprašujemo, kakšna je sindikalna strategija pridobivanja članstva in ali je ta ustrezna, kakšna je pogajalska moč SDZNS-ja v Konfederaciji sindikatov javnega sektorja (KSJS) in kakšna je pogajalska moč sindikata glede na razdrobljenost sindikatov v zdravstvu. SDZNS je razvil strategijo za boljše komuniciranje s člani, mediji in nasprotno pogajalsko pozicijo, s spletno kampanijo in »povabilom na kavo« v zdravstvenih ustanovah poskrbel za večjo prepoznavnost, boljšo podobo med člani in v medijih, obenem pa pridobil nove člane. V KSJS-ju ima SDZNS večjo pogajalsko moč, saj je Konfederacija tretji največji slovenski sindikat, neenotnost in neusklajenost ciljev več sindikatov v zdravstvu pa zmanjšujeta pogajalsko moč sindikatov.

Title:THE ROLE OF TRADE UNIONS AND THE EVALUATION OF NEGOTIATION PERFORMANCE OF TRADE UNION OF WORKERS IN HEALTH CARE SLOVENIA (SDZNS)
Abstract:In the theoretical part the thesis deals with the area of trade unions, the history of trade unions, their role, the legal basis of trade unions, trade union freedom, its representation, strikes and collective bargaining as well as collective agreements. It also presents Slovenian trade unions, particularly trade unions in health care. The empirical part researches the Trade Union of Healthcare Workers Slovenia (TUHWS). Apart from the description of their structure the thesis consists of a representation of union activities during the past four years and evaluates the effectiveness of collective bargaining. The main problems the thesis deals with are what the union strategy for obtaining membership is and if it is appropriate, what is the bargaining power of TUHWS in the Confederation of Trade Unions in the public sector (CTUPS) and what is the bargaining power of unions in relation to the fragmentation of trade unions in health care. TUHWS has developed a strategy for better communication with members, media and the government. It gained better visibility with an online campaign and "an invitation to coffee" in health care institutions for a better image among the members and the media, and above all, it gained new members. In CTUPS TUHCWS has greater bargaining power, as the Confederation is third-largest Slovenian trade union. Disunity and lack of coordination between multiple objectives of trade unions in health care reduce the bargaining power of unions.
