Title:Delitev OS na civilne in vojaške, stvar preteklosti? : diplomsko delo visokošolskega strokovnega študija Varstvoslovje

Abstract:V začetku naloge sem razložil osnovne pojme, kot so obveščevalno-varnostna dejavnost, obveščevalna skupnost, obveščevalni sistem in nove grožnje svetovne varnosti, katerih razlaga nam pomaga pri razumevanju tematike. Opisal sem zgodovinski razvoj obveščevalnih služb in spremembe njihovih nalog ter organizacijskih struktur v obdobju hladne vojne in po letu 1990. Nato sem se lotil slovenskih razmer na obveščevalno-varnostnem področju. Opisal sem poglavitne funkcije OVS MORS in SOVA ter delo nadaljeval z ugotavljanjem razlik v pravni ureditvi obeh obveščevalnih služb. Nato na kratko opisal nadzor nad zakonitostjo dela obveščevalnih služb, ki ima v sodobnem času zelo pomembno vlogo. V zaključnem delu sem predstavil argumente o tem, ali še obstojijo razlogi za ustreznost delitve slovenskih obveščevalnih služb na civilne in vojaške.

Abstract:In my paper I began with the explanation of the basic terms, like intelligence and security activity, intelligence community, intelligence system and new threats to global security, which will help us understand the topics. I described the historical evolution of intelligence services and changes of their tasks and organizational structures at the time of the cold war and after 1990. I proceeded with the description of the Slovenian intelligence and security services and described the principal functions of the MORS and SOVA intelligence and security agencies, and the difference of the legal systems of both agencies. I added a short description of the control of the legality of their operations, which play an important role in present time. At the end of my paper I presented the arguments whether there are still reasons for two intelligence agencies in Slovenia: one civilian and one military.
