Title:SKUPINSKO ODLOČANJE V PARLAMENTARNIH VOLITVAH: PRIMERJALNA ANALIZA VEČINSKEGA IN PROPORCIONALNEGA VOLILNEGA SISTEMA

Abstract:V delu smo obravnavali nekaj najpogostejših sistemov razdeljevanja mandatov v sodobnih predstavniških sistemih. Izvedli smo primerjavo večinskih in proporcionalnih sistemov, s poudarkom na slovenskem sistemu volitev poslancev v državni zbor in britanskem sistemu volitev poslancev v spodnji dom parlamenta. Izpostavili smo prednosti in slabosti obeh sistemov ter nazadnje simulirali rezultate volitev v državni zbor za leta 2008, 2004 in 2000 v primeru uporabe relativnega večinskega sistema, kot ga poznajo v Veliki Britaniji. Rezultati so potrdili naše predhodne ugotovitve, da večinski sistemi vplivajo omejevalno na število strank v parlamentu in nesorazmerno na razdeljevanje mandatov kandidatnim listam. Kljub temu, da proporcionalni sistem, kot ga uporabljamo v Sloveniji, ni popoln in nudi možnosti izboljšav, pa se je na ključnih področjih izkazal za primernejšega.

Title:GROUP DECISION IN PARLIAMENTARY ELECTIONS: COMPARATIVE ANALYSIS OF PLURALITY AND PROPORTIONAL VOTING SYSTEM
Abstract:This paper addresses some of the most common methods of seat distribution in contemporary electoral systems. We have made a comparison between relative and plurality voting systems, focusing on Slovenia’s parliamentary elections and Great Britain’s elections into the House of Commons. We have pointed out the advantages and disadvantages of both systems and simulated results of Slovenia’s parliamentary elections in 2008, 2004 and 2000 in the assumption of using the First Past the Post system. The results confirmed our assumptions that majority systems limit the number of political parties entering the parliament and result in disproportional distribution of mandates. Although the Slovenian proportional system is not perfect and offers possible enhancements, it has proved to be more appropriate in its key fields.
