Abstract:Diplomsko delo opisuje sodobni plačilni sistem, ki ga je vpeljala mestna občina Ljubljana v želji, da bi uredila in poenotila plačevanje storitev javnih zavodov, ki si jih lasti. S tem je mesto ponudilo svojim prebivalcem in obiskovalcem prijaznejšo obliko plačevanja v obliki brez-kontaktne pametne kartice, imenovane Urbana. Urbana je zasnovana na predplačniškem sistemu tako, da je z njo mogoče plačevati storitve javnih zavodov iz prednaloženih storitev, kot je terminska vozovnica ali iz kvazi elektronske denarnice oz. dobroimetja na kartici, ki si ga lahko uporabnik naloži predhodno. Sistem EMK je zgrajen tako, da s svojo infrastrukturo omogoča pretok informacij do upravitelja sistema, kateri se na podlagi pridobljenih informacij lahko odloča o nadaljnjem upravljanju mestne infrastrukture. Vsaka transakcija, naj bo to polnitev Urbane, poraba dobroimetja iz Urbane ali plačilo storitev s prednaloženo storitvijo na Urbani, se zabeleži v bazi podatkov na procesnem centru. S temi podatki lahko upravitelj pripravi poročila o poravnavi, na podlagi katerih se nato opravi poravnava med udeleženci v sitemu EMK; naj si bo to v distribucijski verigi, pri ponudnikih storitev ali pri samem uporabniku sistema. Diplomsko delo prikazuje tudi potek transakcije v ozadju med vsakodnevno uporabo Urbane, ki je skrita pred očmi uporabnika.

Title:INTEGRATION OF A MODERN PAYMENT SYSTEM FOR PUBLIC SERVICES IN THE MUNICIPALITY OF LJUBLJANA
Abstract:The thesis describes a modern payment system integrated by the Municipality of Ljubljana in its desire to regulate and unify payment of public services. With Urbana, a contactless payment smart card, the city offered its residents and visitors a more friendly way of payment for public services. EMK system is designed as a prepaid system, so that users can pay for urban services provided by public institutions with an electronic wallet, which the user can pre-load and choose between pre-loaded products, such as the monthly ticket. Its infrastructure enables the flow of information to the administrator of the system, which can, based on the obtained information, decide on further management steps for the urban infrastructure. Each transaction is being recorded in the database of the process centre, whether it is a top up of the Urbana, consumption of credit or payment of a service provider with the preloaded amount on the Urbana card. Using the recorded information, the administrator can prepare a financial settlement report for all concerned entities in EMK system, such as the distribution chain, service providers or the user of the system itself. The thesis also shows the course of the background transactions, which happen during the daily use of the Urbana card and are hidden from the eyes of the user.
