Title:JAVNA NAROČILA V SPLOŠNI BOLNIŠNICI CELJE

Abstract:V magistrskem delu smo celovito predstavili zadnje čase vedno bolj aktualno področje javno naročanje v zdravstvu. Naše delo je temeljilo na predpostavki, da je javno naročanje na področju zdravja izjemno občutljivo. Težave oz. nepravilnosti v procesu javnega naročanja imajo lahko za izvajalca zdravstvenih storitev in bolnike veliko negativnih posledic. Magistrsko delo je razdeljeno na osem poglavij, ki si sledijo v logičnem zaporedju. Po uvodnem poglavju je predstavljena nabavna funkcija v javnem sektorju. Opredelitev nabavne funkcije in javnega sektorja je z vidika javnega naročanja smiselna zaradi opredelitve naročnika, torej tistega, ki je pri naročanju dolžan ravnati po pravilih, zapisanih v zakonodaji s področja javnega naročanja. V tretjem poglavju s povzemanjem domačih in tujih avtorjev podrobneje opišemo sistem javnega naročanja. Definicija javnega naročanja je lahko zelo različna in je odvisna, s katerega zornega kota (gospodarskega, finančnega, političnega, …) jo obravnavamo. V magistrskem delu podamo različne opredelitve oz. definicije avtorjev za javno naročanje, opredelimo naročnika, ponudnika. V nadaljevanju poglavja predstavimo ureditev javnega naročanja v Sloveniji in Evropski uniji, opišemo temeljna načela javnega naročanja in predstavimo postopke javnega naročanja ter faze v postopku oddaje javnega naročanja. V četrtem poglavju smo opisali področje javnega naročanje v zdravstvu, ki je v okviru javnega sektorja zaradi svojega finančnega obsega postalo eno največjih v državi. Tako kot ostala področja javnega naročanja v večini primerov pozitivno vplivajo na razvoj gospodarstva, kar vzpodbuja konkurenco, postavlja zahteve po stalnem razvoju in vpliva na večjo stopnjo zaposlenosti ter tako na višjo socialno raven. V tem poglavju je prikazana statistika oz. struktura javnih naročil v zdravstvu v primerjavi z vsemi naročniki po ZJN-2 v letih 2007 do 2008. V empiričnem delu magistrskega dela najprej v petem poglavju analiziramo javna naročila v Splošni bolnišnici Celje. Predstavimo obravnavani javni zavod ter javna naročila razčlenimo na vrednost ter vrsto predmeta javnega naročila in jih primerjamo s strukturo javnih naročil ostalih javnih zdravstvenih zavodov v Sloveniji. V nadaljevanju poglavja podrobneje preučimo področje javnega naročanja v zdravstvu na konkretnem primeru iz prakse, in sicer nakupu medicinske opreme. Na koncu še povzamemo ugotovitve opravljenih intervjujev glede klime med zaposlenimi, ki se neposredno ukvarjajo z javnim naročanjem v SBC in neposrednimi uporabniki, kot so zdravniki in medicinske sestre. V nadaljevanju empiričnega dela v šestem poglavju s pomočjo različnih modelov javnega naročanja tujih avtorjev izdelamo proces oz. optimalni model javnega naročanja v SBC s poudarkom na nakupu medicinske opreme. V sklopu procesa izdelamo odločitveni model za nakup medicinske opreme, ki je potreben pred začetkom procesa nakupa. Poglavje zaključimo s predlogi za izbiro postopka javnega naročila za posamezne vrste nabav v SBC.

Title:Public Procurement in the General Hospital Celje
Abstract:In master thesis we presented procurement of medical that is being active a lot lately. Our work is based on hypothesis that procurement of medical is extremely sensitive. There can be many negative consequences in the procurement process for the care provider as well as for the patients if any troubles and inconveniences occur. Master thesis is divided into eight chapters, which are logically sequenced. After the introduction there is a chapter about purchasing function in public sector. Defining the purchasing functions and public sector makes sense from the public order's point of view due to the customer that means a person that is obliged to play by the rules, which are written in legislation about public procurement. In the third chapter we describe the system of public procurement more precisely by summarizing domestic and foreign authors. The definition of public procurement can be very different and is depended on the way we look at it. (economic, financial, political…). In our work there are different authors' definitions given according to public procurement. The customer and provider are given as well. In the following we present procurement arrangements in Slovenia and European Union, we describe basic principles of public procurement and present the procurement procedures and award phase of the procurement process. In the fourth chapter we describe the area of public procurement in health, which has become one of the greatest in the state in the shape of public sector due to the financial factor. As other areas of public procurement they affect the economic development in positive way, which is very encouraging for the competitors and it gives the demands to keep the development on the go and affects the greater rate of employment and in that way also higher social level. In that chapter the statistic and structure of procurement in health are presented comparing to all the contracting authorities within the PPL-2 in the years 2007 to 2008. In empirical part of the master thesis, first in the fifth chapter we analyze contracts in General Hospital Celje. We present the public institution and divide public procurement to the values and type of public procurement and compare them with the structure of public procurement in other public health institutions in Slovenia. In the following we examine in detail the scope of public procurement in health in this case, through the purchase of medical equipment. At the end we summarize the findings made at the interviews on climate among employees who are directly involved in public procurement in the SBC and direct users such as doctors and nurses. In the following of the empirical part in the sixth chapter we make a process/optimal model of public procurement in SBC, mainly by purchasing the medical equipment with the help of various models of public procurement by foreign authors. The determined model is made in the shape of the process for purchasing the medical equipment, which is needed before the start of the process. The chapter ends with the suggestions for choosing the process of public procurement for certain types of purchases in SBC.
