Abstract:Z nepridobitnimi organizacijami se srečujemo vsak dan- šolstvo, zdravstvo, športne dejavnosti, kultura, sociala, varstvo, ipd. Skupna značilnost teh organizacij je, da ustvarjanje dobička ni njihov osnovni namen delovanja. Seveda se kljub temu borijo za čim večje finančne vire, saj jim le ti omogočajo delovanje in doseganje namena organizacije. Načini zbiranja in pridobivanja sredstev so v diplomski nalogi podrobneje predstavljeni. En od teh načinov je tudi pridobivanje sredstev od prirejanja iger na srečo. V Sloveniji je, po Zakonu o igrah na srečo, vsak prireditelj iger na srečo dolžan plačati koncesijsko dajatev. Do dela teh koncesijskih dajatev sta upravičeni tudi Fundacija za financiranje invalidskih in humanitarnih organizacij in Fundacija za šport, ki sta bili ustanovljeni ravno z namenom razdeljevanja teh dajatev. Na podlagi tega so prejemnice sredstev, pridobljenih od prirejanja iger na srečo, le tri vrste organizacij, in sicer: invalidske, humanitarne in športne organizacije. To pa ni pravičen način razdeljevanja teh sredstev, na primer na Hrvaškem se ta sredstva zbirajo v državni proračun in do njih so upravičene tudi ostale vrste organizacij, kot so izobraževalne, kulturne, humanitarne, zdravstvene, socialne, ipd. Tak način razdeljevanja bi po našem mnenju morali uvesti tudi v Sloveniji.

Title:FINANCING OF NON-PROFIT ORGANISATIONS
Abstract:People encounter non-profit organizations every day, especially in the areas of education, health care, sports, culture, general welfare and security. A common feature of all non-profit organizations is that making a profit is not their primary purpose of the operation. Nevertheless, their mission and purpose of operation can only be achieved with good financial management and efficient fund raising activities. This work focuses on presentation of various fund-raising methods and allocation of funds to non-profit organisations in Slovenia. An important funding method for non-profit organisations is taxation of the winnings of the conventional games of chance, a financial mechanism which finds its legal basis in the Slovenian Gaming. Every company involved in organizing conventional games of chance in Slovenia is obliged to pay a concession fee, thus providing a pool of resources to be distributed among various non-profit organisations. Allocation of these funds is operated by two organisations that were established to perform this task, namely the Slovenian Foundation for Financing of Organisations for the Disabled and Humanitarian Organizations and the Slovenian Foundation for Sport. The problematical aspect of this funding method is that only three types of Slovenian non-profit organisations are entitled to compete for these funds, that is humanitarian and sports organisations and organisations for the disabled. In Croatia, for example, all tax income from conventional games of chance are collected in the state budged, therefore also other types of non-profit organisations (educational, cultural, social) are entitled to compete for this funds. A similar method of allocation should be in author's opinion introduced in Slovenia as well.
