Title:PRAKTIČNI VIDIKI IZVAJANJA ZAKONODAJNIH OBVEZ NA PODROČJU DOSTOPA DO INFORMACIJ JAVNEGA ZNAČAJA

Abstract:V diplomskem delu smo s teoretičnega vidika opredelili informacije javnega značaja, jim določili zakonodajni okvir, opozorili na praktične vidike teh informacij ter izpostavili pomen teh informacij za dobro funkcioniranje državnega aparata. Ožje smo se opredelili na kataloge informacij javnega značaja, ki jih morajo imeti vsi neposredni in posredni proračunski uporabniki, znotraj tega področja pa smo se osredotočili na sektor srednjega, višjega in visokega šolstva. V empiričnem delu smo preverjali, kakšna je kakovost spletnih strani izbranih izobraževalnih ustanov ter v kolikšni meri ti zavezanci izpolnjujejo zakonska določila, ki se navezujejo na objavo informacij javnega značaja in na objavo katalogov informacij javnega značaja na svetovnem spletu. Vzorec raziskave je zajemal 273 spletnih strani ter 81 katalogov informacij javnega značaja. Med drugim smo ugotovili, da se določila Zakona o dostopu do informacij javnega značaja ter Uredbe o posredovanju in ponovni uporabi informacij javnega značaja slabo izvajajo.

Title:PRACTICAL ASPECTS OF IMPLEMENTATION OF LEGISLATIVE OBLIGATIONS ON THE FIELD OF ACCESS TO PUBLIC SECTOR INFORMATION
Abstract:Theoretical part of our research begins with the presentation of theoretical aspects of public sector information (PSI) and its legislative framework. Practical aspects of PSI and its importance for legal state are also being discussed. We did a detailed check of PSI catalogues that must be published by all direct and indirect users of the state and local government budgets. The main focus of the research has been put on secondary schools and higher education institutions. In empirical part of our research we examined web sites' quality of the secondary and higher education institutions in terms of content, information richness and access to PSI. Altogether 273 web pages and 81 catalogues published on the web were examined. The research has shown that both Act on the Access to Information of Public Character and Decree on Communication and Re-use of Information of Public Character are poorly applied in practice.
