Title:Vpliv sodobnih groženj na spremembe sistemov notranje varnosti evropskih držav - študija primera Slovenije in Madžarske : magistrsko delo

Abstract:Sodobno varnostno okolje je nepredvidljivo in hitro spremenljivo. Zanj sta značilna tako nestabilnost kot multiplikatorski učinek groženj. Za 21. stoletje lahko trdimo, da ga zaznamuje koncept globalne krize, ki se manifestira zdaj na enem, zdaj na drugem področju, karakterizira pa jo izrazita kompleksnost. Gospodarska in finančna kriza, energetska kriza, zdravstveno-epidemiološka kriza, velike naravne in druge nesreče, vojne in vojaški spopadi, ekstremizem, terorizem, organizirana kriminaliteta, množične nezakonite migracije in druge notranjevarnostne ter kibernetske grožnje vedno znova postavljajo varnostne sisteme držav na preizkušnjo. Ti se morajo ves čas prilagajati tako v smislu pravočasne identifikacije ključnih vrst in virov ogrožanja kot tudi glede strategij za soočanje z njimi. Poleg tega se morajo znati odzivati na konkretne sistemske prilagoditve na področju kadrovskih, materialnih, tehnično-tehnoloških, finančnih in drugih resursov. Slovenija in Madžarska sta članici Evropske unije in zveze NATO ter uživata stabilno varnostno situacijo. Na področju notranje varnosti, ki je predmet magistrskega dela, nacionalnovarnostni strategiji Slovenije in Madžarske definirata pester nabor groženj, pri čemer prednjačijo nezakonite migracije, ekstremizem, organizirana kriminaliteta ter naravne nesreče. Sistema notranje varnosti obeh držav se na grožnje zaenkrat odzivata uspešno. Čeprav trenutno ni potrebe po večjih sistemskih spremembah, so določene izboljšave potrebne in možne. Organizacije za zagotavljanje notranje varnosti potrebujejo dejansko avtonomijo in profesionalizacijo bolj kot drastične reforme. Pomembna je okrepitev integracije policije in državnega tožilstva pri pregonu kaznivih dejanj, razmisliti pa je treba tudi o vzajemnem sodelovanju javnega in zasebnega sektorja, kar bi obenem pripomoglo tudi pri reševanju problema kadrovske podhranjenosti sistema notranje varnosti. Postopna implementacija ustreznih sprememb je ključnega pomena za učinkovito delovanje varnostnih sistemov v boju s sodobnimi grožnjami. Nenazadnje so ravno spremembe edina stalnica našega vsakdana.

Title:The impact of contemporary threats on changes in the internal security systems of European countries - a case study of Slovenia and Hungary
Abstract:The modern security environment is unpredictable and rapidly evolving, characterized by both instability and the multiplying effects of various threats. The 21st century can be seen as defined by a global crisis, which manifests in different areas, yet is consistently marked by notable complexity. Economic and financial crises, energy crises, health and epidemiological crises, natural disasters, wars and military conflicts, extremism, terrorism, organized crime, mass illegal migration, and cyber threats all challenge the security systems of nations repeatedly. As a result, these systems must continuously adapt, both in terms of identifying key types and sources of threats in a timely manner and developing strategies to address them. Furthermore, they must be able to implement systemic adjustments in personnel, material, technical, financial, and other resources. Slovenia and Hungary, as members of the European Union and NATO, benefit from a stable security situation. However, within the domain of internal security, which is the focus of this Master’s thesis, both countries face a range of diverse threats, including illegal migration, extremism, organized crime, and natural disasters. The internal security systems of both countries have so far been successful in responding to these threats. Although there is currently no urgent need for major systemic changes, certain improvements are both necessary and possible. Internal security organizations require more autonomy and professionalization rather than drastic reforms. Strengthening the integration of the police and prosecution services is crucial for effective crime prosecution. Additionally, consideration should be given to fostering greater cooperation between the public and private sectors, which would also help address the issue of understaffing in internal security systems. The gradual implementation of appropriate changes is essential for the continued effectiveness of security systems in responding to modern threats. Ultimately, change is the only constant in our daily lives.
