Title:Vloga korporativne varnosti na ministrstvih v Republiki Sloveniji : magistrsko delo

Abstract:Ministrstva so v Sloveniji ključni sestavni del kritične infrastrukture, saj je njihovo učinkovito delovanje bistvenega pomena in imajo vsaka motnja ali nedelovanje lahko resne posledice za nacionalno varnost. Zato je prizadevanje za zagotavljanje varnosti in odpornosti teh državnih organov izjemnega pomena. Temelj prizadevanj je zagotavljanje korporativne varnosti, ki ponuja temeljit in integriran pristop k ohranjanju celovite varnosti. Korporativna varnost zajema šest pravnih procesov, ki predstavljajo celovit pristop k varovanju organizacije. Zato je njihovo razumevanje ključno za izvajanje raznih strategij, s čimer se ublažijo morebitne grožnje in ranljivosti. Z izvajanjem teh strategij korporativna varnost zagotavlja, da lahko ministrstva še naprej učinkovito delujejo tudi ob nepredvidenih tveganjih, s čimer ohranja stabilnost in varnost države. Cilj zaključne raziskave je bila izvedba celovite analize in evalvacije okvira korporativne varnosti, ki sta bili izvedeni na različnih ministrstvih v Sloveniji. Med zaposlenimi na ministrstvih je bila izvedena anketa, v kateri je bilo pridobljenih 219 relevantnih deležnikov. Raziskava razkriva pomembno povezavo med udeležbo v programih varnostnega usposabljanja in izvajanjem pravnih procesov korporativne varnosti, in sicer je višja stopnja vključenosti v varnostno usposabljanje povezana z boljšim izvajanjem pravnih procesov, ki urejajo korporativno varnost. Vendar raziskava ne kaže povezave v zaznani zadostnosti varnostnih ukrepov za zaščito pred sodobnimi grožnjami glede na vrsto delovnega mesta zaposlenega na posameznem ministrstvu. Prav tako ni povezave med hitro in učinkovito odzivnostjo na morebitne varnostne incidente ter mandatom zaposlenih na ministrstvih. To nakazuje, da dejavniki, kot sta vrsta delovnega mesta in trajanje zaposlitve, nimajo vloge pri oblikovanju odzivnosti na varnostna tveganja, kar poudarja potrebo po dajanju prednosti usposabljanju in jasnosti postopkov pred samimi izkušnjami, ko si prizadevamo za izboljšanje varnosti. Na splošno rezultati kažejo dobro razumevanje praks korporativne varnosti in njihovega izvajanja na ministrstvih. Kljub temu pa je ocena razkrila precejšnje vrzeli, zlasti na področjih zagotavljanja varnosti know-howa in pravic intelektualne lastnine. Poleg tega so zaposleni izpostavili številne kritične varnostne probleme, kar nakazuje, da čeprav so temelji korporativne varnosti vzpostavljeni, še vedno obstajajo področja, ki jih je treba izboljšati, zlasti na področju integritete in vodenja v upravi.

Title:The role of corporate security at ministries in the Republic of Slovenia
Abstract:Ministries in Slovenia are a key component of critical infrastructure, as their effective functioning is essential and any disruption or inoperability can have serious consequences for national security. Therefore, efforts to ensure the security and resilience of these state bodies are of paramount importance. The cornerstone of these efforts is the provision of corporate security, which offers a thorough and integrated approach to maintaining overall security. Corporate security encompasses six legal processes that encompass a holistic approach to securing an organization and understanding them is key to implementing various strategies to mitigate potential threats and vulnerabilities. By implementing these strategies, corporate security ensures that ministries can continue to operate effectively in the face of unforeseen risks, thereby maintaining the stability and security of the country. The objective of the final study is to conduct a comprehensive analysis and evaluation of the corporate security framework implemented in the various ministries in Slovenia. A survey was conducted among the Ministries' staff, which yielded a total of 219 relevant stakeholders. The survey reveals a significant correlation between participation in security training programmes and the implementation of corporate security legal processes. Specifically, a higher level of participation in security training is associated with better implementation of the legal processes governing corporate security. However, the survey does not show a correlation in the perceived sufficiency of security measures to protect against modern threats, depending on the type of job of the Ministry employee. Nor is there a correlation between the rapid and effective response to potential security incidents and the tenure of ministry employees. This suggests that factors such as job type and tenure do not play a role in shaping responsiveness to security risks, highlighting the need to prioritize training and clarity of procedures over experience alone when seeking to improve security. Overall, the results show a good understanding of corporate security practices and their implementation in ministries. However, the assessment revealed significant gaps, particularly in the areas of ensuring know-how security and intellectual property rights. In addition, a number of critical security issues were raised by employees, indicating that while the foundations of corporate security are in place, there are still areas for improvement, particularly in the areas of integrity and management in governance.
