Title:Vojska in ogrožanje okolja : magistrsko delo

Abstract:V zaključnem delu smo predstavili ekološko kriminologijo, ekološko kriminaliteto, vojsko, okolje in vojaško kontaminacijo. Gre za multidisciplinarno področje, ki združuje spoznanja različnih družboslovnih ved, zlasti kriminologije, ekologije in prava. Ekološka kriminologija poudarja, da so vojaški posegi v okolje specifični in obsežni, ker gre za posebno obliko onesnaževanja. Na podlagi literature smo predstavili problem okoljske škode ne le v vojnih, temveč tudi v mirnodobnih obdobjih, in sicer skozi različne dejavnosti vojske, ki povzročajo onesnaževanje vseh komponent okolja. Ugotovili smo, da je vojska povzročitelj petih oblik ekološke kriminalitete, da nekatere vojske uvajajo trajnostne prakse na način, ki ne vpliva na vojaško usposabljanje, da je za sanacijo možno uporabiti biološke metode (bioremediacija in fitoremediacija) in da obstajajo načini za trajnostjo upravljanje vojaške kontaminacije, kar je ključnega pomena za zaščito okolja. Raziskovali smo ali omejevanje onesnaževanja v vojski zmanjšuje usposobljenost vojakov, ali je vojska eden največjih onesnaževalcev okolja in ali so vadišča Slovenske vojske ustrezno locirana glede na okoljske standarde. Na podlagi ugotovitev smo predlagali vključevanje ekoloških kriminologov v prihajajoči izobraževalni sistem Slovenske vojske, ustvarjanje modelov in strategij za upravljanje in monitoring vojaške kontaminacije na podlagi dobrih praks iz tujine ter premestitev določenih vadišč na lokacije, kjer bo vpliv vojaške kontaminacije na okolje manjši.

Title:Armed forces and environmental threats
Abstract:We presented green criminology, environmental harm, the military and examples of military pollution. This is a multidisciplinary field, combining insights from different social sciences, in particular criminology, ecology and law. Green criminology emphasises that military interventions in the environment are specific because they are not a common form of pollution. We have presented the problem of environmental pollution not only in wartime but also in peacetime, through the various activities of the military. We found that the military is causing five forms of environmental crime, that some armies are implementing sustainable practices in a way that does not affect military training, that biological methods can be used for remediation, and that there are ways to manage military contamination in a sustainable way, which is crucial for environmental protection. We investigated whether pollution control in the military reduces soldiers competence, whether the military is one of the biggest polluters in the world and whether the training grounds of the Slovenian Military are adequately located in relation to environmental standards. Based on our findings, we proposed to integrate green criminologists into the upcoming study programme of Slovenian Military, to create strategies for managing and monitoring military contamination based on best practices from abroad, and to relocate certain training ranges to locations where the impact of military on the environment will be reduced.
