Abstract:Policija je ena od strukturno zahtevnih, velikih in pomembnih organizacij s primarno funkcijo zagotavljanja notranje varnosti v državi. Njeno delovanje in oblika organiziranosti je tema raziskovanja že od nekdaj, saj je ena najpomembnejših institucij in delov družbe. Da lahko takšna organizacija deluje, zagotavlja uspešnost, kakovost in učinkovitost je pomembno, da ima dobro vzpostavljen sistem vodenja in organiziranosti znotraj svoje strukture. S strani domačih in tujih preiskovalcev je za sistem vodenja in delovanja policijskih organizacij pogosto omenjan koncept MBO ali drugače imenovan koncept vodenja s cilji. Uvedba tega koncepta omogoča dvig motivacije in delovne zavzetosti skozi usmerjanje delovanja zaposlenih ter omogoči boljše delovanje in prilagajanje organizacije kot enote. Namen raziskave je ugotoviti ali lahko koncept MBO uvedemo v policijske organizacije ter s tem dvignemo tako delovno zavzetost zaposlenih kot tudi vodij, saj so vodje ključnega pomena za delovanje organizacije in motivacijo ter opravljanje nalog ostalih zaposlenih. Metoda, ki je bila uporabljena pri raziskovanju, je sistematični pregled literature, ki je omogočil dober in kvaliteten vpogled v nekatere posledice in napake pri vpeljevanju koncepta ter njegov vpliv na vodstvo, tako skozi vire tujih držav kot Slovenije. Opravljena študija je lahko aplikativna na policijske in druge organizacije ter zagotavlja teoretično podlago za mogočo dejansko implementacijo koncepta MBO v policiji v prihodnosti.

Title:Enhancing work commitment of police chiefs through the concept of management by objectives
Abstract:The police is a structurally demanding, large and important organization with a primary function of ensuring internal security in the country. Its operation and form of organization has always been the subject of research, as it is one of the most important institutions and parts of society. For such an organization to function, ensure success, quality and efficiency, it is important that it has a well-established system of management and organization within its structure. Domestic and foreign investigators often refer to the concept of MBO, or the concept of management by objectives, for the system of management and operation of police organizations. The introduction of this concept makes it possible to raise motivation and work commitment through directing the performance of employees and enables better functioning and adaptation of the organization. The purpose of the research is to determine whether the concept of MBO can be introduced into police organizations and thereby increase work commitment of employees as well as leaders, since leaders are of key importance for the functioning of the organization and the motivation and performance of other employees. The method used in the research is a systematic review of literature, which provided a good and high-quality insight into some of the consequences and errors in the introduction of the concept and its impact on management, both through the sources of foreign countries and Slovenia. The completed study can be applied to police and other organizations and provides a theoretical basis for the possible actual implementation of the MBO concept in police in the future.
