Title:Implementacija poplavne direktive Evropske unije v Republiki Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu smo predstavili Evropsko poplavno direktivo, ki sta jo leta 2007 sprejela Evropski parlament in Svet Evropske unije kot odgovor na problematiko, ki so jo povzročale poplave na evropskem kontinentu. Poplave se pojavljajo pogosteje v primerjavi z drugimi naravnimi in drugimi nesrečami, njene posledice pa za sabo puščajo ogromno materialno, ekonomsko ter drugo škodo. Evropska unija se zavzema za zagotavljanje boljšega življenja svojih prebivalcev in za čist in varen planet. V ta namen je v sklopu Agende za trajnostni razvoj do leta 2030 sprejela 17 ciljev trajnostnega razvoja. Poplave lahko s svojimi posledicami močno ovirajo doseganje prej omenjenih ciljev. Evropska poplavna direktiva s svojimi predpisi, katere morajo države članice implementirati v svojo zakonodajo, zagotavlja večjo preventivno varnost pred poplavami in njihovimi posledicami ter si prizadeva te posledice v največji meri zmanjšati, da bi zagotovili najmanjšo ali v najboljšem primeru ničelno škodo ter s tem omogočili nemoteno doseganje ciljev trajnostnega razvoja Evropske unije. Republika Slovenija je kot država članica Evropske unije zavezana k implementaciji Evropske poplavne direktive v svojo zakonodajo. Implementacija v večji meri poteka nemoteno, edini problem, ki ga navaja država, je pomanjkanje finančnih sredstev za izvedbo različnih ukrepov, ki si jih je država zadala v sklopu implementiranja Evropske poplavne direktive. V letu 2023 se je Republika Slovenija soočila s poplavami, ki so povzročile ogromno škodo. Pričakujemo lahko, da bo ta dogodek v določeni meri oviral nadaljnji napredek pri implementaciji Evropske poplavne direktive v Republiki Sloveniji. Pomembno je, da se zagotovijo zadostna sredstva, ki bodo pripomogla k lažjemu implementiranju Evropske poplavne direktive in s tem zmanjšanju škode, ki jo povzročajo poplave.

Title:Implementation of the European Union floods directive in the Republic of Slovenia
Abstract:In this diploma thesis, we present the European floods directive, adopted in 2007 by the European Parliament and the Council of the European Union in response to the problems caused by floods on the European continent. Floods are the most frequent of all natural and other disasters and cause a huge amount of material, economic and other damage. The European Union is committed to ensuring a better life for its citizens and a clean and safe planet. To this end, it has adopted 17 Sustainable Development Goals (SDGs) as part of the 2030 Agenda for sustainable development. Floods can have a significant impact on the achievement of these goals. The European floods directive, through its provisions which member states are required to implement in their legislation, ensures that floods and their consequences are prevented and minimised to the greatest extent possible and that damage is minimised or, in the best case, eliminated, thus ensuring the smooth achievement of the European Union's sustainable development objectives. As a member state of the European Union, the Republic of Slovenia is committed to implementing the European floods directive in its legislation. Implementation is largely proceeding smoothly, the only problem cited by the state being the lack of financial resources to implement the various measures that the state has set itself as part of the implementation of the European floods directive. In 2023, the Republic of Slovenia was confronted with floods that caused enormous damage. This event can be expected to hinder to some extent further progress in the implementation of the European floods directive in the Republic of Slovenia. It is important to ensure that sufficient resources are made available to facilitate the implementation of the European floods directive and thus reduce the damage caused by floods.
