Title:Varnost v lokalnih skupnostih in Romi v jugovzhodni Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Živimo v družbi, v kateri je nestrpnosti iz dneva v dan več. Le-ta je v veliki meri prisotna v lokalnih skupnostih, kjer živijo Romi. Iz pregleda literature izhaja, da bivalni problemi, s katerimi se soočajo pripadniki te največje evropske manjšine, vplivajo na njihov neuspeh v šoli, visoko stopnjo brezposelnosti ter slabo zdravstveno in socialno stanje. Vse našteto, poleg različnih predsodkov in stereotipov, otežuje oziroma onemogoča njihovo integracijo v slovensko družbo na različnih področjih. Zaradi navedenega in zaradi tako imenovane teorije etiketiranja oziroma stigmatiziranja so Romi postali marginaliziran del slovenske družbe. V okviru diplomskega dela je bila opravljena raziskava o varnostni situaciji v jugovzhodnem delu Slovenije, kjer tradicionalno živi romska skupnost. V občinah Semič, Črnomelj, Metlika in Kočevje smo želeli raziskati predvsem, s katerimi varnostnimi tveganji se soočajo prebivalci in kakšna je zaznana stopnja kriminalitete na obravnavanem območju. Čeprav na občutke strahu pred kriminaliteto in zaznavanje varnosti vplivajo različni dejavniki, ugotavljamo, da večina pripadnikov romske skupnosti in večinskega prebivalstva meni, da se je stopnja kriminalitete v zadnjih petih letih v njihovem kraju povečala. Romi večinoma ocenjujejo, da je njihov kraj v primerjavi z drugimi enako varen, medtem ko ostali prebivalci svoj kraj dojemajo kot manj varnega v primerjavi z drugimi slovenskimi kraji. Obe preučevani skupini kot najpogostejše oblike ogrožanja varnosti dojemata tatvine in vlome, sledijo kršitve javnega reda in miru, zloraba prepovedanih drog, nasilje in vandalizem. Nekaj korakov za izboljšanje stanja na področju romske problematike je že bilo narejenih, vendar je za dolgoročno izboljšanje razmer ključen skupen nastop vseh udeležencev in sodelovanje romske skupnosti, saj je možnosti za napredek še veliko.

Title:Local safety and security in local communities and Roma people in southeastern Slovenia
Abstract:We live in a society where intolerance is increasing day by day. This intolerance is particularly present in the local communities where the Roma live. A review of the literature indicates that the housing problems faced by members of this largest European minority affect their school failure, high unemployment rates, and poor health and social conditions. All these factors, along with various prejudices and stereotypes, hinder or prevent their integration into Slovenian society in various areas. Due to these issues and the so-called theory of labelling or stigmatization, the Roma have become a marginalized part of Slovenian society. As part of this thesis, a study was conducted on the security situation in the southeastern part of Slovenia, where the Roma community traditionally resides. In the municipalities of Semič, Črnomelj, Metlika and Kočevje, we primarily aimed to investigate the security risks faced by residents, and the perceived level of crime in the area under consideration. Although various factors influence the feelings of fear of crime and the perception of safety, we find that the majority of both the Roma community and the majority population believe that the crime rate in their area has increased over the past five years. The Roma generally assess their area as being equally safe compared to others, while other residents perceive their area as less safe compared to other Slovenian areas. Both studied groups perceive theft and burglary as the most common forms of security threats, followed by public order violations, drug abuse, violence and vandalism. Some steps have already been taken to improve the situation regarding Roma issues, but for long-term improvement, a joint effort from all participants and the cooperation of the Roma community is crucial, as there are still many opportunities for progress.
