Title:Prestajanje kazni zapora v zaporu na Dobu v času pandemije Covid-19 : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Pandemija covida-19 ni vplivala samo na življenje zunaj zaporov, temveč je tudi pomembno vplivala na delovanje zaporskih sistemov po vsem svetu, vključno s Slovenijo. Vpliv pandemije se je izražal predvsem v spreminjanju vsakodnevnih rutinskih postopkov, omejevanju stikov in uvedbi različnih zaščitnih ukrepov z namenom preprečevanja širjenja virusa. Dva izmed pomembnejših zaščitnih ukrepov sta bila omejitev obiskov zaprtih oseb, za kar se je odločila večina držav, ter predčasne odpustitve obsojencev. Situacija v Sloveniji se ni veliko razlikovala kot po svetu. Med pandemijo covida-19 je bila uvedena interventna zakonodaja, ki je pomagala pri zmanjšanju prezasedenosti slovenskih zaporov. V skladu z interventno zakonodajo je bilo povečano število predčasnih odpustov, več premestitev obsojencev ter prekinitev prestajanja kazni. V diplomskem delu smo se osredotočili na spremembe v zaporski populaciji kot posledici pandemije covida-19 in preučili zaznavo teh sprememb pri obsojencih, ki so prestajali oziroma prestajajo zaporno kazen v Zavodu za prestajanje kazni zapora Dob (v nadaljevanju ZPKZ Dob). V prvem delu diplomskega dela smo predstavili situacijo v evropskih zaporih v času pandemije in slovenski zaporski sistem s poudarkom na ZPKZ Dob. V drugem delu diplomskega dela smo predstavili empirično študijo o odnosih v ZPKZ Dob v času pandemije covida-19. Izvedli smo anketiranje obsojencev. Rezultati statističnih analiz kažejo, da so odnosi med obsojenci in zaporskimi delavci ter med samimi obsojenci ostali večinoma nespremenjeni oziroma so se nekoliko poslabšali. Obsojenci so izpostavili, da so v času pandemije pri zaporskih delavcih zaznavali manjšo podporo, pravičnost v postopkih in izkazovanje spoštovanja. Rezultati statističnih analiz so pokazali, da so obsojenci v času pandemije izkazovali manjšo pripravljenost za pomoč soobsojencem, hkrati pa njihovi odgovori kažejo na izboljšanje zaupanja, kar predstavlja ključni element v vzpostavitvi prijateljskih odnosov.

Title:Serving prison sentence in Dob prison during COVID-19 pandemic
Abstract:The COVID-19 pandemic has not only affected life outside prisons but has also significantly impacted the functioning of prison systems worldwide, including in Slovenia. The pandemic's influence was primarily seen in the alteration of daily routine procedures, restriction of contacts, and the implementation of various protective measures to prevent the virus's spread. Two of the most significant protective measures were the limitation of prisoners' visits, which most countries adopted, and the early release of prisoners, which fewer countries chose. The situation in Slovenia was not much different from that in other countries. During the COVID-19 pandemic, emergency legislation was introduced to help reduce overcrowding in Slovenian prisons. Following this emergency legislation, there was an increase in the number of early releases, more transfers of prisoners, and interruptions in the serving of sentences. In the final part, we focused on the changes in the prison population as a result of the COVID-19 pandemic and examined the perception of these changes among prisoners who were serving or are currently serving their sentences at the Dob Prison. In the first part of the thesis, we presented the situation in European prisons during the pandemic and outlined the Slovenian prison system, focusing on the Dob prison. In the second part of the thesis, we presented an empirical study on relationships at Dob prison during the COVID-19 pandemic. We conducted a survey among prisoners. The results of the statistical analyses indicate that the relationships between prisoners and prison staff and among prisoners themselves remained mostly unchanged or slightly deteriorated. Prisoners reported perceiving less support, fairness in procedures, and respect from prison staff during the pandemic. The statistical analyses also showed that prisoners demonstrated a lower willingness to assist their fellow prisoners during the pandemic, while their responses indicated an improvement in trust, which is a key element in establishing friendly relationships.
