Title:Primerjalna analiza uspešnosti javnih lekarniških zavodov v Sloveniji pred in po epidemiji covid-19

Abstract:Merjenje uspešnosti je pomembno pri ugotavljanju delovanja podjetja. V magistrskem delu se osredotočimo na primerjavo vseh javnih lekarniških zavodov v Republiki Sloveniji pred in po epidemiji COVID-19. Predstavimo delovanje javnih zavodov na splošno in natančneje javnih lekarniških zavodov. Podrobneje opredelimo značilnosti njihovega delovanja, pravno ureditev, nadzor in financiranje. V teoretičnem delu opišemo institucionalni okvir računovodskega poročanja, kjer predstavimo pravne podlage in računovodsko poročanje. Pregledamo finančnoračunovodske kazalnike, ki so namenjeni presoji uspešnosti poslovanja. Sledi empirična analiza, kjer primerjamo uspešnost javnih lekarniških zavodov v obdobjih 2017–2019, pred epidemijo, ter 2020–2021, po epidemiji. Osredotočimo se na kazalnike, ki jih opredeljujejo slovenski in tuji avtorji ter PSR 8, ki se opira na SRS. S pregledom tujih raziskav primerjamo rezultate naše analize. Ugotovimo, da letna poročila razkrivajo dovolj podatkov za izračun finančnoračunovodskih kazalnikov. Kljub nestabilnim razmeram, v našem primeru epidemije COVID-19, so javni lekarniški zavodi poslovali bolj uspešno glede na preteklo obdobje pred epidemijo.

Title:Comparative analysis of the performance of public pharmacy institutes in Slovenia before and after the covid-19 pandemic
Abstract:Measuring performance is important in determining the performance of a company. In the master thesis, we focused on comparing all public pharmacies in the Republic of Slovenia, namely, before and after the COVID-19 epidemic. We presented the operation of public institutions in general and more specifically public pharmacy institutions. We defined in more detail the characteristics of their operation, legal regulation, supervision and financing. In the theoretical part, we described the institutional framework of financial reporting, where we present the legal bases and financial reporting. We reviewed financial and accounting indicators designed to assess the performance of operations. This was followed by an empirical analysis comparing performance between 2017 and 2019, pre-epidemic and 2020-2021 post-epidemic. We focused on the indicators defined by the SAS and RAS 8, which is based on the SAS. By reviewing foreign research, we compared the results of our assignment. We found that the annual reports disclose enough information to calculate financial and accounting indicators. Despite the unstable situation, in our case the COVID-19 epidemic, public pharmacies performed better compared to the previous period before the epidemic.
