Title:Implementacija informacijsko-telekomunikacijskega sistema policije v schengenski informacijski sistem 1. in 2. generacije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu smo podrobneje raziskali problematiko implementacije informacijsko-telekomunikacijskega sistema policije v schengenski informacijski sistem 1. in 2. generacije. Opisali smo njegov razvoj, pravne in varnostne podlage, v večji meri (globalnem delu) pa smo se osredotočili na tehnološki vidik, kjer smo podrobneje opisali hrbtenično omrežje schengenskega informacijskega sistema, imenovanega Sisnet, ki predstavlja temelj stabilnega in zanesljivega prenosa informacij, nujno potrebnih za uspešno delovanje slovenske policije. Širitev Evropske unije je privedla do razširitve schengenskega informacijskega sistema, tehnološki napredek in zahtevnejše aplikacije pa so pospešili zamenjavo oziroma nadgradnjo strojne in programske opreme ITSP. Prikazali smo namen in vlogo ITSP ter njegovo nadgradnjo, potrebno za vključitev in izpolnjevanje schengenskih priporočil. S tem posegom bo povečana njegova zanesljivost, razpoložljivost in varnost. Posebna pozornost velja varnostnim vidikom, saj so vse povezave kriptografsko zaščitene s posebno tehnično opremo. Namen je zagotoviti nemoten dostop do podatkov in operativno delo uporabnikov ter neprekinjeno povezavo do mednarodnih informacijskih sistemov (SIS II, VIS, EES, ETIAS, ECRIS, Eurodac, Europol, Interpol). Opisana interoperabilnost med obsežnimi IT sistemi Unije omogoča prav to, da se ti sistemi medsebojno dopolnjujejo in razvijajo. Naloga ponuja bralcu usmeritve in načine za oceno in nadaljnje razmišljanje o povečevanju stabilnosti in učinkovitosti ITSP in integraciji v SIS. Globalizacija je prišla tudi k nam, mi pa jo moramo izkoristiti le toliko, da bo policijsko omrežje še bolj varno in poenoteno. Združevanje svetovnih policijskih računalniških baz bo kmalu postalo realnost.

Title:Implementation of the police information and telecommunication system to the Schengen information system of the 1st and 2nd generations
Abstract:In the thesis, we investigated in more detail the issue of the implementation of the infor-mation and telecommunications system of the police in the Schengen information system of the 1st and 2nd generation. We described its development, legal and security foundati-ons, and to a greater extent (the global part) we focused on the technological aspect, where we described in more detail the backbone network of the Schengen information system, called Sisnet, which represents the foundation of a stable and reliable transfer of information, which is absolutely necessary for successful operation of the Slovenian police. The expansion of the European Union led to the expansion of the Schengen information system, while technological progress and more demanding applications accelerated the replacement or upgrade of ITSP hardware and software. We have shown the purpose and role of the ITSP and its upgrade necessary to include and fulfill the Schengen recommenda-tions. This intervention will increase its reliability, availability and security. Special attenti-on is paid to security aspects, as all connections are cryptographically protected by special technical equipment. The purpose is to ensure smooth access to data and operational work of users, as well as a continuous connection to international information systems (SIS II, VIS, EES, ETIAS, ECRIS, Eurodac, Europol, Interpol). The described interoperability between the extensive IT systems of the Union enables these systems to complement and develop each other. The assignment provides the reader with directions and ways to evaluate and furt-her reflect on increasing the stability and effectiveness of ITSP and integration into SIS. Globalization has also come to us, and we only need to use it to the extent that the police network will be even more secure and unified. The merging of the world's police computer databases will soon become a reality.
