Title:Brezposelnost in prehod v podjetništvo: motivi, ovire ter podpora politik v Sloveniji in primerjava z državami EU

Abstract:Namen diplomskega dela je bil raziskati in analizirati samozaposlovanje brezposelnih oseb. Raziskali smo, kakšna je bila stopnja podjetniške aktivnosti Slovenije v letih od 2019 do 2021 in jo primerjali z državami članicami Evropske Unije ter kakšni so motivi za podjetništvo. Največkrat si ljudje ustvarjajo svoja podjetja iz potrebe, saj so službe redke. Samozaposlovanje brezposelnih je pojav, ki je zelo zaželen s strani mnogih držav, ki se borijo z visoko stopnjo brezposelnosti. Raziskave so pokazale, da se samozaposli več brezposelnih oseb, kot si jih je sprva to želelo. Na poti pa jim stojijo mnoge ovire, predvsem pomanjkanje denarja za ustanovitev podjetja in oteženo pridobivanje sredstev za pomoč, pomankanje znanja, saj za to niso usposobljeni, in pomanjkanje poznanstev ali socialnega kapitala. Ena izmed ovir so tudi oportunitetni stroški. Države poskušajo pomagati svojim državljanom z različnimi ukrepi. Pomembno je, da država ozavešča brezposelne, da to ni njihov konec, saj imajo še vedno možnost vstopiti na trg dela v obliki lastne zaposlitve. Eden od njih so programi in usposabljanja oziroma izobraževanja za podjetništvo, kjer udeleženci s pomočjo mentorjev pridobijo znanja za ustanovitev podjetja, postanejo samozavestnejši in še bolj motivirani, poveča pa se tudi njihova zaposljivost. Vlade pa zagotavljajo tudi finančno pomoč v obliki nepovratnih sredstev, raznih subvencij in vavčerjev.

Title:Unemployment and transition to entrepreneurship: motives, barriers and policy support in Slovenia and a comparison with EU countries
Abstract:The aim of the thesis was to investigate and analyse self-employment among the unemployed. We also investigated the level of entrepreneurial activity in Slovenia from 2019 to 2021 and compared it with the EU Member States and the motives for entrepreneurship. Most people start their own businesses out of necessity, as jobs are scarce. Self-employment of the unemployed is a phenomenon that is highly desirable by many of the countries struggling with high unemployment rates. Research has shown that more unemployed people are self-employed than they initially wanted to be. However, many obstacles stand in their way, notably lack of money to start a business and difficulty in obtaining funding for assistance, lack of skills because they are not qualified to do so, lack of connections or social capital, and one of the barriers is opportunity costs. Countries are trying to help their citizens through various measures. It is important for the state to raise awareness among the unemployed that this is not the end of the line for them, as they still have the possibility to enter the labour market in the form of their own employment. One of these is entrepreneurship programmes and training or education, where participants, with the help of mentors, acquire the skills to set up a business, become more confident and motivated, and their employability is increased. Governments also provide financial assistance in the form of grants, subsidies and vouchers.
