Title:Nezakonita trgovina z ogroženimi vrstami ptic : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Diplomska naloga obravnava ekološko kriminaliteto, ki postaja ena vse bolj aktualnih problematik sodobnega sveta. Naloga v ospredje postavlja osvetlitev kriminala nezakonitega trgovanja z zaščitenimi živalskimi vrstami kot so ptice po svetu, v Evropski uniji in Sloveniji. Za lažjo predstavitev dejanskega obsega nezakonite trgovine z ogroženimi vrstami ptic je kot primer navedenih nekaj držav, kjer je bila tovrstna problematika zaznana skozi leta. Naloga zajame tudi pravne okvirje v Sloveniji in Evropski uniji kot tudi njuno vpetost v problematiko, kot članici svetovne Konvencije CITES o varovanju zaščitenih živalskih in rastlinskih vrst. Konvencija CITES je globalno pomembna, saj tvori in sproti ureja seznam ogroženih vrst in jih tako posledično varuje s pravnimi okvirji, ki veljajo za vse države članice, katerih število se konstantno povečuje. S pomočjo sekundarne analize virov je v diplomskem delu izvedena raziskava na temo zaznavanja nezakonite trgovine z ogroženimi vrstami ptic, njenem porastu skozi leta, najbolj izpostavljenih državah in vrstah ptic ter o kaznih, ki so dodeljene storilcem. Diplomsko delo se zaključuje v spoznavanju, da se porasta tovrstne kriminalitete zaveda vse več držav, kar se kaže v želji po odkrivanju same nezakonite trgovine z zaščitenimi vrstami ptic, sprejemanju Konvencije CITES, medijski izpostavljenosti, pravnih ureditvah na tem področju, predvsem pa v obstoju novejših raziskav o pojavnosti tovrstne kriminalitete in v globalnem pristopu do reševanja oziroma odpravljanja problematike.

Title:Illegal trade in endangered bird species
Abstract:The thesis addresses ecological crime, which is becoming one of the most pressing issues in the modern world. The focus of the thesis is on the crime of illegal trafficking in protected species such as birds around the world, in the European Union and in Slovenia. To facilitate the presentation of the actual extent of illegal trade in endangered bird species, a few countries where this type of problem has been detected over the years are listed as examples. The thesis also covers the legal framework in Slovenia and the European Union, as well as their involvement in the issue, as members of the global CITES Convention on the Conservation of Endangered Species of Wild Fauna and Flora. The CITES Convention is globally important, as it forms and continuously regulates the list of endangered species and as a result, it protects them with legal frameworks that apply to all member states, the number of which is constantly increasing. With the help of secondary analysis of sources, the diploma also carries out the research on the detection of illegal trade in endangeres bird species, its increase over the years, the most exposed countries and bird species and the punishments assigned to perpetrators. The diploma thesis concludes with the realisation that more and more countries are becoming aware of the increase of this type of crime, which is reflected in the desire to detect the illegal trade in protected bird species itself, acceptance of the CITES Convention, media exposure, the legal regulations in this area, especially in the existence of recent research on the incidence of this type of crime, and the global approach to solving or eliminating the problem.
