Title:Primerjava resocializacijskih programov za obsojence v Latinski Ameriki : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo se osredotoča na organizacijo zaporskih sistemov in resocializacijo obsojencev v Latinski Ameriki. Primerjani so bili zaporski sistemi in resocializacijski programi v Kolumbiji, Peruju, Venezueli in Braziliji. Natančneje, je bil fokus dela na primerjavi števil zaprtih oseb v obravnavanih državah, števil zaporskih delavcev, na zaporsko kapaciteto, bivalne pogoje in korupcijo. Ugotovitve kažejo, da vsem obravnavanim državam primanjkuje zaporskega osebja, bivalni pogoji pa so zaradi prenatrpanosti neprimerni. Prav tako je bilo ugotovljeno, da imajo vsi sistemi premalo zaporov za vso zaporsko populacijo. Korupcija je prisotna v vseh zaporskih sistemih izbranih držav. Primerjava resocializacijskih programov je bila narejena na podlagi dela, izobraževanja, rekreacije in religije. Ugotovite kažejo, da imajo Kolumbija, Peru, Venezuela in Brazilija implementirane različne oblike resocializacijskih programov. Obsojencem so na voljo rekreacija, kjer lahko igrajo različne športne in namizne igre in gledajo televizijo. V vseh državah so uveljavljeni izobraževalni programi, vendar je njihova izvedba otežena zaradi pomanjkanja kadra. Religija predstavlja najpomembnejši element v procesu resocializacije obsojencev v izbranih latinskoameriških državah. Glavna ovira pri uspešni implementaciji resocializacijskih programov v zaporih poleg prenatrpanosti predstavlja pomanjkanje in nezainteresiranost vodilnega kadra, kot tudi zaporskih delavcev za uvajanje resocializacije obsojencev.

Title:Comparison of resocialization programs for prisoners in Latin America
Abstract:The diploma thesis focuses on the organization of prison systems and the resocialization of prisoners in Latin America. The prison systems and resocialization programs in Colombia, Peru, Venezuela and Brazil were compared. More specifically, the focus of the work was on the comparison of the number of incarcerated persons in the above-mentioned countries, the number of prison workers, prison capacity, living conditions and corruption. The findings show that all observed countries have a shortage of prison staff, and prison conditions are insufficient due to overcrowding. All prison systems were also found to have insufficient numbers of prisons to house the prison population. Corruption is present in the prison systems of all countries. The comparison of resocialization programs was based on comparing work, education, and recreational programs as well as access to religion. The findings show that Colombia, Peru, Venezuela and Brazil have various forms of resocialization programs implemented. Recreational facilities are available for prisoners where they can play various sports and board games and watch television. Educational programs are established in all countries, but their implementation is hampered by a lack of staff. Religion represents the most important element in the process of resocialization of prisoners in selected Latin American countries. The main obstacle to the successful implementation of resocialization programs in prisons, in addition to overcrowding, is the lack of interest of leading personnel, as well as prison workers, in introducing resocialization of prisoners
