Abstract:Ekološka kriminologija je novejša znanost, izoblikovana v 70 ih letih prejšnjega stoletja in pripisana delu kriminologov. Predmet preučevanja je ekološka kriminaliteta, ki vključuje različne okolju in naravi škodljive, prepovedane dejavnosti, najpogostejše so nezakonit lov, nezakonita sečnja, trgovina z prostoživečimi živalmi, nezakonit ribolov in nezakonito odlaganje ter trgovina s strupenimi odpadki. Ekološka kriminaliteta velikokrat vsebuje elemente organizirane in gospodarske kriminalitete, zato predstavlja eno izmed najbolj dobičkonosnih panog, pri kateri smo žrtve tako ljudje, kot okolje in živali, kar je tudi posebnost te vrste kriminalitete. Čisto okolje in prostor ter zavedanje viktimizacije sta ključnega pomena za naše preživetje, zato bi morali delovati v prid okolju, deviacije pa jemati resno. Izrazite posledice okolijske degradacije namreč lahko opazimo pri globalnem segrevanju, vse večjemu pojavu naravnih katastrof, uničevanju gozdov in posledično izumiranju vrst, vse manj pitne vode ter splošnega pomanjkanja virov. Ena izmed deviacij, ki lahko rezultira v teh ireverzibilnih posledicah je nezakonito odlaganje, v našem primeru, komunalnega blata iz čistilnih naprav na črna odlagališča, ki so okolju škodljiva zaradi vsebnosti bakterij, virusov, gliv in drugih patogenov, težkih kovin in nastajanja škodljivih plinov. Nezakonite deponije blata so postale velik problem v Sloveniji, po zaostritvi Madžarske zakonodaje, katera je leta 2019 prepovedala izvoz te vrste odpadka. Po tem je Slovenija začela večino odpadnega blata odvažati v Avstrijo, na večjo deponijo, kar pa ne predstavlja majhnega stroška. V izogib plačilu zakonitega odvoza so storilci na številnih lokacijah po Sloveniji, leta 2021, nelegalno odložili velike količine komunalnega blata iz čistilnih naprav, kar je povzročilo prave ekološko katastrofo, ki je za današnji dan nedopustna in zaskrbljujoča.

Title:Case study - illegal sewage sludge disposal in Pivola and Vodule
Abstract:Environmental criminology is a younger science, developed in the 1970s and attributed to the work of criminologists. The subject of matter is environmental crime, which includes a variety of illegal activities, harmful to the environment and nature, the most common being illegal hunting, illegal logging, wildlife trafficking, illegal fishing and the illegal dumping and trafficking of toxic waste. Ecological crime often contains elements of organised and economic crime, and is therefore one of the most profitable industries, where people, the environment and animals are the victims, which is what makes this type of crime so special. A clean environment and awareness of victimisation, are crucial to our survival, and we should therefore act in favour of the environment and take deviance seriously. The consequences of environmental degradation are evident in global warming, the increasing occurrence of natural disasters, the destruction of forests and the consequent extinction of species, the scarcity of drinking water and the general scarcity of resources. One of the deviations that can result in these irreversible consequences is the illegal disposal, in our case, of municipal sewage sludge in illegal landfills, which are harmful to the environment because of their content of bacteria, viruses, fungi and other pathogens, heavy metals and the production of harmful gases. Illegal landfills of sludge have become a major problem in Slovenia, following Hungary's tightening of legislation in 2019 to ban the export of this type of waste. After this, Slovenia started to ship most of its sludge waste to Austria, to a larger landfill, at no small cost. In order to avoid paying for the legal collection, in 2021, large quantities of municipal sewage sludge were illegally dumped by perpetrators in numerous locations across Slovenia, causing a real ecological disaster that is unacceptable and worrying for today's time.
