Abstract:In the period from 2001–2004 the policy process of establishing a second medical faculty took place in Slovenia. This was an initiative by the University of Maribor and the General Hospital Maribor who realised that Slovenia faced a serious lack of medical capacity due to several reasons. The population of medical doctors in Slovenia was aging and many of them retiring. The immigration of medical doctors from former republics of Yugoslavia had stopped since the war in the Balkan region. The Ministry of Health did not have manpower policies for the health care system. The Medical Faculty in Ljubljana did not increase its training capacities in clinical education, even though student numbers in all other disciplines rapidly increased. However, like in several other European countries, the Slovenian population was aging and needed more health care services. As such, the UM and GHM saw a golden opportunity to achieve their long desired wishes by offering a long-term solution for the shortages in the medical sector. Abstract:Tussen 2001 en 2004 vond het beleidsproces plaats om een tweede medische faculteit op te richten in Slovenië. Dit gebeurde op initiatief van de Universiteit Maribor (UM) en het Algemene Ziekenhuis Maribor (GHM) omdat zij zich realiseerden dat de medische capaciteit in Slovenië tekort schoot. Vele artsen bereikten de pensioengerechtigde leeftijd en de immigratie van doctoren was sterk teruggelopen door de oorlog op de Balkan. Daarnaast bleek het Ministerie van Volksgezondheid geen beleid te voeren om het capaciteitsprobleem in de zorg op te lossen. De Medische Faculteit van de Universiteit van Ljubljana (FMUL) verhoogde haar (klinische) opleidingscapaciteit niet hoewel de aantallen studenten in alle andere academische disciplines sterk stegen. Echter, net als in veel andere Europese landen vergrijsde de Sloveense bevolking en nam de vraag naar zorg toe. De UM en GHM zagen hun kans schoon om hun lang gekoesterde wensen te vervullen en een oplossing te bieden voor de tekorten in de medische sector.
