Title:Primerjalna analiza pred in po digitalizaciji procesa javnega naročila : magistrsko delo

Abstract:Učinkovita in uspešna e-uprava je eden ključnih ciljev Republike Slovenije. Sem spada tudi elektronsko javno naročanje, ki je del digitalne transformacije storitev javnega sektorja, zato je ključnega pomena, da se v bližnji prihodnosti zagotovi celosten sistem tudi za to storitev. Elektronsko javno naročanje naj bi bilo učinkovitejše, s čimer naj bi se izboljšalo tudi poslovanje celotne državne uprave. V prvem delu bomo tako predstavili elektronsko javno naročanje v Republiki Sloveniji, neposredno povezane pravne podlage ter področje poslovanja z dokumentarnim gradivom, saj je to ključnega pomena pri samem izvajanju javnih naročil. V drugem delu se bomo osredotočili na predstavitev okolja ter predstavitev enega izmed postopkov javnega naročanja, kjer bomo opisali ključne procese, ki jih bomo raziskovali. Izbrane procese bomo časovno izmerili s pomočjo izbranega vzorca oseb. V zaključku bomo predstavili analizirane podatke in ugotovitve. S pomočjo teh podatkov bomo lahko v sklepu zavzeli stališče in odgovorili na ključno vprašanje tega dela, in sicer, kakšen je dejanski prispevek elektronskega poslovanja na omenjenem področju.

Title:Comparative analysis before and after digitalization of the public procurement process
Abstract:Effective and successful e-government is one of the key goals of the Republic of Slovenia. This also includes electronic public procurement, which is part of the digital transformation of public sector services, so it is crucial to provide an integrated system for this service in the near future. Electronic public procurement is supposed to be more efficient, which should also improve the operations of the entire state administration. In the first part of the assignment, we will thus present electronic public procurement in the Republic of Slovenia, the directly related legal bases, and the area of dealing with documentary material, as this alone is of key importance in the actual implementation of public procurement. In the second part, we will focus on the presentation of the environment, as well as the presentation of one of the public procurement procedures, where we will describe the key processes that we will further research. We will measure the selected processes in time with the help of a selected sample of people. In the conclusion, we will present the analyzed data and findings. With the help of this data, we will be able to take a position in the conclusion and answer the key question of this assignment, namely, what is the actual contribution of electronic commerce in the mentioned field.
