Title:Primerjava srbske žandarmerije s hrvaško policijsko organizacijo : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Policija je vedno imela pomembno vlogo v družbi. Njena temeljna naloga je varovanje in vzdrževanje javnega reda in miru, ena najpomembnejših in še posebej prepoznavnih funkcij policije je zagotovo varovanje varnosti znotraj državnih meja. Nastanek ideje o sistemski transformaciji in organizaciji policijskih enot, ki imajo vojaški status, je pogojen s strateškimi okoliščinami, sodobnimi grožnjami, državnimi varnostnimi politikami in novimi funkcionalnimi potrebami po zagotavljanju varnosti. V številnih nacionalno varnostnih sistemih so zaradi tradicije ali sodobnih izzivov vzpostavljene elitne policijske enote, ki opravljajo kombinirane naloge in imajo širok obseg pristojnosti. Druge države uporabljajo posebne enote policijske organizacije, na primer Republika Hrvaška. Čeprav imata obe organizaciji velike vidne razlike glede obsega dela kakor tudi sprejema v službo, stremita k enemu cilju: ohranjanju varnosti države. Skozi zaključno delo smo skušali pojasniti in s tem približati pojme, povezane s policijsko organizacijo in žandarmerijo. Seveda je najpomembnejši segment tega dela analiza razlik med delovanjem srbske žandarmerije in hrvaške policijske organizacije po ustaljenih metodah. Z raziskavo smo ugotovili, da obstajajo razlike v obsegu delovanja med srbsko žandarmerijo in hrvaško policijsko organizacijo, kar smo pravzaprav domnevali že od samega začetka, ter predpostavko, da so strožji kriteriji za sprejem v žandarmerijo kot za policijsko organizacijo. Varnostni izzivi 21. stoletja kažejo stopnjo učinkovitosti teh organizacij.

Title:Comparison of the Serbian gendarmerija with the Croatian police organization
Abstract:The police have always played an important role in society. Its fundamental task is the preservation and maintenance of public order and peace, but one of the most important and particularly recognizable functions of the police is certainly the preservation of security within national borders. The creation of the idea of the transformation of the system and the organization of police units that have a military status is conditioned by strategic circumstances, contemporary threats, the security policy of the country and new functional needs for ensuring security. In many national security systems, due to tradition or contemporary challenges, elite police units have been established that perform combined tasks and have a wide range of responsibilities. Another part of the country uses special units of the police organization, such as the Republic of Croatia. Although both organizations have large visible differences from the scope of work to the recruitment, they strive towards one goal: preserving the security of the country. Through the final paper, we tried to explain, and thereby bring closer the concepts related to the police organization and the gendarmerie. Of course, the most important segment of this report is the analysis of the differences between the activities of the Serbian gendarmerie and the Croatian police organization using the aforementioned methods. Through research, we have confirmed the existence of differences in the scope of activities between the Serbian gendarmerie and the Croatian police organization, which we actually assumed from the very beginning, as well as the assumption that the criteria for joining the gendarmerie are stricter than the police organization. The security challenges of the 21st century show the level of effectiveness of these organizations.
