Title:Organizacija urgentnih zdravstvenih dejavnosti zdravstva v primeru terorističnega napada na zdravstveni zavod : magistrsko delo

Abstract:V magistrskem delu bomo predstavili različne varnostne institucije, katerih naloga je zagotavljanje varnosti. Prav tako bomo opisali, kakšni bi morali biti varnostni načrti javno zdravstvenih zavodov v primeru, če bi nekdo nad njimi izvedel kibernetski ali klasični teroristični napad. Predstavili bomo različne vrste znanstvenih teorij s področja terorizma ter temeljne mednarodne pogodbe in sporazume, ki se nanašajo na to področje. Kot podlago za načrt, kako bi se morali slovenski varnostni organi odzvati v primeru terorističnega napada, bomo uporabili kibernetski napad iz leta 2007, ko je bila Estonija žrtev kibernetskega terorizma, ki je državo vrnil v 19. stoletje. Sočasno bomo opisali, kako bi teroristični napad vplival na izvajanje urgentnih zdravstvenih dejavnosti največje slovenske bolnišnice, Univerzitetnega kliničnega centra Ljubljana. Ugotavljali bomo, ali je Republika Slovenija zmožna vzpostaviti nadomestne prostore bolnišnice v primeru klasičnega terorističnega napada. Pri tem si bomo pomagali z analizo dveh primerov klasičnega terorističnega napada, in sicer teroristični napad v Oklahomi leta 1995 in teroristični napad iz leta 1995 na Japonskem. Prav tako bomo opisali vzorčni primer vojaške akcije na civilno infrastrukturo, ki se je zgodil v bolnišnici v Budyonnovsku v Rusiji. Opisali bomo tudi vlogo policije, civilne zaščite in drugih pristojnih služb pri terorističnem napadu na UKCL.

Title:Organisation of emergency activities in health care in case of a terrorist attack
Abstract:This Master’s Degree thesis presents the different Security Agencies with the task of providing for public safety. It presents the relevant Security Preparedness Plans for public health care facilities for the case of a possible cyber or classical terrorist attack. Differentscientific theories on the topic of terrorism, and relevant fundamental international treaties and agreements are presented. As basis for the Security Preparedness Plan, envisaging the appropriate response of the Slovenian Security Agencies in case of a possible terrorist attack, the cyberattack of 2007 is used, when Estonia was victim of cyber terrorism that set the country back into the 19th century. At the same time, the impacts of a possible terrorist attack on the implementation of emergency health care activities in the main Slovenian hospital, the University Clinical Centre of Ljubljana (UCC-LJ), are presented. It is to be found out whether the Republic of Slovenia is in a position to set up the substitutional field hospital premises in case of a classical terrorist attack.To this end, analysis of two classical terrorist attackcases is used as support, namely, the terrorist attack of Oklahoma of 1995, and the terrorist attack in Japan of1995. Additionally, a model case of action by armed forces on civil infrastructure that took place in a hospital of Budyonnovsk in Russia is described. Likewise, the roles of the Police, Civil Protection Forces, and of other competent services in case of a terroristattack on UCC-LJ are presented.
