Abstract:Globalizacija in tehnološki razvoj s seboj prinašata nove potrebe in mi postajamo čedalje zahtevnejši in kompleksnejši odjemalci. Mediji nas vsak dan zasipavajo z množico informacij in mi izberemo tiste, ki jih želimo podrobneje spoznati. Tudi župani in drugi politiki so pod nenehnim drobnogledom medijev in volivcev. Slednjim v odločitvenem procesu niso pomembni samo rezultati – pomembni so jim tudi prezenca, osebnost in številni drugi dejavniki, ki jih morajo kandidati izpolnjevati. In s tem se ukvarjamo v tej nalogi. Ugotovili smo, da imamo v Sloveniji trenutno 212 občin (Ministrstvo za javno upravo, 2020). Dotaknili smo se tudi drugega nivoja lokalnih samouprav – regij, ki so v zadnjem času ponovno aktualna tema, čeprav še zmeraj nerealizirana. S pomočjo teorije smo opredelili, kako so nastajale slovenske občine, kakšni so kriteriji za nastanek občin, kako občine oblikujejo proračun in od kod črpajo sredstva za svoj obstoj. Pogledali smo tudi naloge in vrste občin, nadzor države nad njimi, opredelili pojme centralizacija, decentralizacija in subsidiarnost ter primerjali slovenske lokalne samouprave z drugimi državami. Podrobneje smo opredelili organe občine in občinske uprave, največ pozornosti pa smo namenili županu: njegovim nalogam, pristojnostim, tipom vodenja, političnim programom. Z vidika županske funkcije smo pogledali sistem lokalnih volitev, odnos župana in medijev, županove ambicije, reelekcijo. Analizirali smo politično-ekonomske cikle, ki jih po mnenju Setnikar Cankar et al. (2008, str. 74–75) ustvarja vlada pred volitvami, da bi jim ugodne razmere zagotovile čim večji uspeh. Preučili smo tudi teorijo javne izbire in dejavnike izvolitve županov, ki smo jih razdelili v dve skupini: na osebnostne oziroma splošne dejavnike in ekonomske dejavnike. Nalogo smo zaključili z lastno raziskavo, ki je bila osnovana na podlagi anketnega vprašalnika, narejenega na vzorcu 700 anketirancev, in se je dotikala dejavnikov izvolitve županov in njihove pomembnosti v odločevalnem procesu volivca. Izmed treh zastavljenih hipotez smo eno potrdili, dve pa zavrnili. Morda bodo rezultati raziskave v pomoč bodočim kandidatom za župana in njihovim morebitnim vodjem kampanje, da bodo videli, katerim dejavnikom volivci pripisujejo velik pomen, in s tem se jim bodo lahko bolj posvetili. Ugotovili smo, da je najpomembnejši dejavnik v odločitvenem procesu osebnost kandidata, med ekonomskimi dejavniki pa je najpomembnejša sposobnost kandidata, da privablja nova podjetja in jim omogoča obstoj.

Title:Economic factors of mayoral elections
Abstract:With globalization and technological development, new needs arise every day, and people are becoming more and more demanding and complex customers. The media floods us with loads of information every day and we pick the ones we are most interested in. Mayors and other politicians are under constant scrutiny by the media and voters as well. The voters are not only interested in the results of the decision-making process - they are also interested in the presence, personality and many other factors that candidates must consider. And we deal with that in this master's thesis. We found out that in Slovenia we currently have 212 municipalities (Ministry of Public Administration, 2020). We also considered the next level of local governance, i.e. regions, which have recently become a topical issue again, although still unrealized. Based on theory, we defined how Slovenian municipalities were formed, what are the criteria for the formation of municipalities, how municipalities form a budget, and where they get funds for their existence. We also looked at the tasks and types of municipalities, state control over them, defined the concepts of centralization, decentralization and subsidiarity, and compared Slovenian local governments with other countries. We defined the bodies of the municipality and the municipal administration in more detail, and we focused particularly on the function of the mayor: his tasks, competencies, type of leadership, political agenda. We looked at the local election system, the attitude of the mayor and the media, ambitions and re-election from the mayoral function point of view. We analyzed political-economic cycles that are, according to Setnikar Cankar et al. (2008, pp. 74-75), created by the government before the elections in order for the favorable conditions to ensure its maximum success. We also studied the public choice theory and the factors of mayoral election, which we divided into two groups: personal or general factors and economic factors. We completed the task with our own research, which was based on a questionnaire on a sample of 700 respondents and analyzed the factors of mayoral election and their importance in the voters' decision-making process. Of the three hypotheses, we confirmed one and rejected two. Perhaps the results of this research will help future mayoral candidates and their potential campaign leaders to see which factors voters attach great importance to, and thus be able to focus more on them. We found that the most important factor in the decision-making process is the personality of the candidate, and among the economic factors, the most important is the ability of the candidate to attract new companies and establish their existence.
