Title:The usage of physical restraints over patients and protegees in healthcare and welfare institutions – police perspective
Abstract:Treatment and control of violent persons that have mental health problems or that are under the influence of drugs or medicines is very specific. Beside healthcare workers, there are also police officers who encounter with them. Police officers have available a wide range of powers for treatment and control of violent persons, including the possibility of using coercive means. But because the treatment of a violent person is not the same as the treatment of a violent person with health problem or of a violent person that is under the influence of drugs or medicines, it is important that the treatment of such a person is different and adapted. In that way healthcare workers and police officers often cooperate in the treatment of such persons and they complement each other (e. g. in police assistance). But in many cases it happens that police officers are the first at the scene of an intervention and they are faced alone with such a person, whereby the need for additional knowledge and approach for successful treatment arises. With the purpose of easier understanding of the entire topic, there are, in the first part of the diploma thesis, defined basic concepts which relate to this area. There are described various forms of violence, aggression and aggressiveness, explained special safety measures that are used in health care and coercive means of the police, limited only to means for bondage and to handcuff and physical force. There is also described the concept of police assistance requested by healthcare workers when they can not handle a violent patient by themselves. After the basic concepts the therapeutic process and the proportionality of the use of coercion are described. There is also presented an example of the usage of physical restraints over patients and protegees in healthcare and welfare institutions as a proposal to control violent patients in healthcare institutions. In order to determine the qualifications and knowledge for the treatment of violent persons who have health problems or are under the influence of drugs or medicines, a survey was conducted with police officers. Based on the survey, it was found that their knowledge to deal with such persons is deficient and that they do not receive appropriate training.
