Title:Nezakonito trgovanje z elektronskimi odpadki kot oblika ekološke kriminalitete : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo obravnava problematiko nedovoljenega trgovanja z elektronskimi odpadki kot obliko ekološke kriminalitete. Odgovarja na vprašanja, kaj se z elektronskimi odpadki dogaja, kako poteka trgovanje z njimi in predvsem kakšne negativne posledice ima na ljudi in okolje. Za dosego ciljev diplomskega dela smo opravili pregled že obstoječe literature na temo nedovoljenega trgovanja z elektronskimi odpadki ter povezanosti z ekološko kriminaliteto. Predvsem smo se osredotočili na celoten proces te nezakonite dejavnosti, iskanje vzrokov za tovrstno nezakonito prodajo in kakšne posledice predstavlja za ljudi in okolje. Ugotovili smo, da je glavni povod za vključevanje v to nezakonito dejavnost visok strošek ustreznega ravnanja z e-odpadki in relativno nizko tveganje ob visoki finančni koristi. Prišli smo tudi do ugotovitev, da nedovoljeno trgovanje z e-odpadki predstavlja resen primer ekološke kriminalitete. Problematika je transnacionalne razsežnosti, saj e-odpadki potujejo med vsemi kontinenti sveta, posledice le tega pa imajo negativen vpliv na celoten ekosistem. Menimo, da bi bilo za zmanjšanje količine nezakonito preprodanih e-odpadkov potrebno začeti pri ozaveščanju prebivalstva o e-odpadkih in vzpostaviti več zbirnih mest. Za učinkovit boj proti tej nezakoniti dejavnosti bi bilo potrebno izboljšati preiskovanje, partnersko sodelovanje na mednarodni ravni in usposabljati nadzorstvene delavce. Smiselno bi bilo tudi usklajevanje in poenotenje zakonodaje s področja nedovoljenega trgovanja z e-odpadki, vzpostavitev strožje zakonodaje in višjih kazni, kar bi morebitne akterje odvračalo od vključevanja v nezakonite dejavnosti.

Title:Illegal trade of electronic waste as a form of environmental crime
Abstract:The diploma thesis discusses the issue of illegal trade of electronic waste as a form of an environmental crime. It answers the questions, what is happening to the electronic waste, how does the illegal trafficking take place and which negative impacts does it have on the people and the environment. In order to reach the assigned goals, we have conducted an analysis of literature in the field of e-waste trafficking and connection to environmental crime. We mainly focused on the whole process of this illegal activity, drivers of the illegal trade and the consequences on health and the environment. We came to the conclusion, that the high cost of proper e-waste treatment and relatively low risk with high financial benefits represents the main reason for engaging in this illegal activity. We also came to the conclusion, that the illegal trade of e-waste is an example of a serious environmental crime. The issue has a transnational dimension, as e-waste travels between all the world's continents and the consequences have a negative impact on the entire ecosystem. We believe that in order to reduce the amount of illegal trafficking of e-waste, it would be necessary to raise public awareness of e-waste and set up more collection points. To effectively combat this illegal activity, it would be necessary to improve investigations, partnerships at international level and to train the supervisors. It would also be good to harmonize and unify legislation in the field of illegal trade of e-waste in particular to discourage potential actors from engaging in illegal activities.
