Title:Merjenje indeksa organizirane kriminalitete (primer Afrika) : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Organizirani kriminal se še vedno razvija in postaja velika težava po celem svetu. Kriminalne združbe in akterji postajajo čedalje bolj fleksibilni in svojo dejavnost širijo preko meja. Svetovne organizacije v boju proti organiziranemu kriminalu odkrivajo nove načine merjenja organizirane kriminalitete, ki so še do nedavnega veljali za neizvedljive. V sklopu projekta ENACT je Interpol na primeru Afrike začel meriti indeks organizirane kriminalitete. Indeks osvetli vpliv organiziranega kriminala in pripomore k izgradnji mrež za boj proti grožnjam. Ne vključuje le obsega ter velikosti prepovedanih pretokov, ampak obsega tudi določene ranljivosti ter stopnjo in naravo odzivov držav na kriminal. Ker se je na afriški celini izkazal kot dober pokazatelj organizirane kriminalitete ter boja držav proti njemu, smo v diplomskem delu želeli raziskati možnost uporabe Indeksa tudi na primeru drugih držav, bolj specifično na primeru balkanske regije oziroma nekdanjih jugoslovanskih držav. Zastavili smo si dve hipotezi, na kateri smo skušali odgovoriti s pomočjo pregleda strokovne in znanstvene literature domačih in tujih avtorjev.

Title:Measurement of organised crime index (African case)
Abstract:Organized crime is still evolving and is becoming a major problem around the world. Criminal groups and agents are becoming increasingly flexible and expanding their activities across borders. In the fight against organized crime, world organizations are discovering new ways of measuring organized crime, which until recently was considered impossible. As part of the ENACT project, Interpol began measuring Organized Crime Index in the case of Africa. This index highlights the impact of organized crime and helps build networks to combat threats. It not only includes the extent and size of illicit flows, but also certain vulnerabilities and the degree and nature of countries' responses to crime. As it proved to be a good indicator of organized crime on the African continent and the fight against it, we wanted to explore the possibility of using the Index in the case of other countries, more specifically in the Balkan region or the former Yugoslav countries. We set ourselves two hypotheses, which we tried to answer by reviewing the professional and scientific literature of domestic and foreign authors.
