Title:Analiza in mednarodna primerjava uporabe brezpilotnih letalnikov v policiji : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Razvoj in napredek tehnologije v današnjem svetu odpirata vse več novih možnosti na praktično vseh področjih, na katerih ljudje delujemo. Vse od nastanka brezpilotnih letalnikov do danes so sčasoma postali vse pomembnejši del človekovega vsakdana. Brezpilotne letalnike tako srečujemo na vedno več prej še nepredstavljivih področjih. Uporabljajo jih za krajšanje prostega časa, gašenje požarov, dostavo paketnih pošiljk, zdravil in še bi lahko naštevali. Kot na vseh drugih področjih so brezpilotni letalniki uporabni tudi v policiji. V diplomskem delu tako analiziramo nastanke in razvoj brezpilotnih letalnikov skozi zgodovino. Nadalje jih razdelimo glede na njihove karakteristike ter pojasnimo prednosti in slabosti njihove uporabe. Zakonsko pregledamo urejenost zakonodaje v Sloveniji na področju brezpilotnih letalnikov. Z mednarodno primerjavo, vključno z Evropsko unijo, Združenimi državami Amerike, Veliko Britanijo in Nemčijo, ugotavljamo, kako je v naštetih državah urejena normativno pravna ureditev uporabe brezpilotnih letalnikov v zasebne namene in kako se z uporabo brezpilotnih letalnikov pri opravljanju nalog v posamezni državi srečuje policija. V nadaljevanju predstavimo ugotovitve zakonske urejenosti področja brezpilotnih letalnikov, njihovo uporabo in zakonske omejitve glede posega v človekove pravice, in sicer s pomočjo poročila Informacijskega pooblaščenca. Ta v svojem poročilu predstavi tveganja v povezavi z varovanjem informacijske zasebnosti in opozori na številne možnosti posega v zasebnost in varstvo človekovih pravic s strani brezpilotnih letalnikov. Pomembno je, da je uporaba brezpilotnih letalnikov v policiji določena z zakonom in da sta konkretno določena namen in vrsta naloge, pri katerih si policisti lahko pomagajo z brezpilotnim letalnikom. Zaradi številnih prednosti, ki jih uporaba brezpilotnih letalnikov prinaša, bodo kmalu postali pomemben člen pri opravljanju policijskega dela po vsem svetu.

Title:An analysis and an international comparison of the use of drones in police
Abstract:The current evolution and advancement of technology open the door to a growing number of new opportunities on all fields of human expertise. Since the very first unmanned aerial vehicle has been launched, UAV have become an important element of our everyday life and their features have been applied in unimaginable domains. Among others, they are used as leisure activity, fire extinguishers, parcel and medication delivery service as well as in the Police Force. The thesis analyses the origin and historical development of these devices, commonly known as drones. Their classification by features is also included in the paper that exposes the pros and cons of their use, and the legislation regulating unmanned aerial vehicles applied in Slovenia. The European Union, United States of America, United Kingdom and Germany are included in the international comparison to establish the regulatory frameworks of UAV for private purposes and how such technology is applied in the Police Force tasks. The next chapter describes the drone-related legislation regulating the use and restrictions related to human rights based on the report drafted by the Information Commissioner of the Republic of Slovenia in which the risks to information security is portrayed and includes warning on how the use of unmanned aerial vehicles could breach our privacy and human rights. It is important that the use of UAV by the Police Force, complete with the exact purposes and types of tasks in which officers can benefit from the assistance of drones, is defined by law. Due to the myriad of advantages brought by this technology, unmanned aerial vehicles are soon to become an important aid to Police Force worldwide.
