Title:Organizacija, delovanje in usposabljanje specialnih policijskih enot po svetu : magistrsko delo

Abstract:V uvodnem delu je predstavljenih nekaj značilnosti specialnih policijskih enot po svetu. V nadaljevanju so predstavljeni terorizem in njegov pomen, vrste terorizma, ki jih poznamo, ter delitev terorizma. Predstavljena sta tudi pojma terorizem in antiterorizem, ki na prvi pogled delujeta ista, vendar pa sta si po dejavnosti različna. Kot napoveduje že naslov magistrske naloge, pa so osrednja tema specialne policijske enote, za katere so podrobneje opisani organizacija, delovanje ter usposabljanje; opisali smo 11 specialnih policijskih enot po vsem svetu: ameriške enote Green Berets, NAVY SEALs ter RANGERS, poljsko specialno policijsko enoto Grom, rusko specialno policijsko enoto Alpha Group, češko specialno policijsko enoto URNA, izraelsko specialno policijsko enoto Sayeret Matkal, izraelsko specialno policijsko enoto Shayetet, špansko specialno policijsko enoto Grupos de Operaciones Especiales (v nadaljevanju GEO), indijsko specialno policijsko enoto Marcos in slovensko enoto Rdeči panterji. Enote smo opisali tako, da smo pri vsaki na začetku najprej opisali kratko zgodovino in njen nastanek, nato pa še tri prej omenjene ključne teme – organizacijo, delovanje in usposabljanje. Za zaključek smo vseh deset tujih specialnih policijskih enot primerjali s slovensko specialno policijsko enoto Rdečimi panterji. Na podlagi vseh ugotovitev, do katerih smo prišli preko kvalitativnega raziskovanja obstoječe literature, smo ovrgli vse na začetku zastavljene hipoteze. Ugotovili smo, da so si enote po svetu precej različne, tako po sami organizaciji, kot tudi po delovanju in usposabljanju. Slovenska specialna policijska enota je kljub maloštevilnosti konkurenčna drugim večjim državam in njihovim enotam po vsem svetu. Kljub raznolikosti med enotami, pa imajo vse enote skupni cilj – boj proti terorizmu.

Title:Organization, operation and training of special police units around the world
Abstract:The introductory part presents some characteristics of special police units around the world. The following part presents terrorism and its meaning, the types of terrorism we know, and the division of terrorism. The terms terrorism and anti-terrorism are also presented, which at first glance seem the same, but are different in terms of activity. As the title of the master's thesis already predicts, the central topic are the special police units, for which the organization, operation and training are described in more detail; we described 11 special police units around the world: American units Green Berets, NAVY SEALs and RANGERS, Polish special police unit Grom, Russian special police unit Alpha Group, Czech special police unit URNA, Israeli special police unit Sayeret Matkal, Israeli special police unit Shayetet, the Spanish special police unit Grupos de Operaciones Especiales (hereinafter GEO), the Indian special police unit Marcos and the Slovenian unit Red Panthers. We described the units by first mentioning the short history and the origins for each of them, and then the three previously mentioned key topics – organization, operation and training. In conclusion, all ten foreign special police units were compared with the Slovenian special police unit Red Panthers. Based on all the findings that we came to through a qualitative research of the existing literature, we disproved all the hypotheses set at the beginning. We found that units around the world are quite different, both in terms of the organization itself, as well as in terms of operation and training. Despite its small size, the Slovenian Special Police Unit is competitive with other major countries and their units around the world. Also, despite the diversity between the units, all units have a common goal – the fight against terrorism.
