Title:Učinkovitost strategije omejevanja nasilja v družini v Sloveniji : magistrsko delo

Abstract:Raziskovalno delo obravnava učinkovitost strategije omejevanja nasilja v družini v Sloveniji. Nasilju v družini je lahko danes izpostavljen vsakdo, ne glede na svoj družbeni položaj; najpogosteje so napada deležne prav ranljive skupine (ženske, otroci, starejše osebe itd.). Da bi bile države pri omejevanju in zatiranju nasilja čim bolj uspešne, oblikujejo temu primerne strategije. Glavni organizaciji sta Evropska unija in Svet Evrope, ki evropske države usmerjata pri razvoju lastne nacionalne strategije omejevanja nasilja v družinah. Glavnega pomena pri omejevanju nasilja je medinstitucionalno sodelovanje, ta določa bistvene pristojnosti in naloge posameznih nadzornih institucij in drugih organizacij. Strategije so v prvi fazi usmerjene v obravnavo problematike nasilja v družini, usmerjanje in dodatna izobraževanja strokovnih delavcev, obravnavno povzročiteljev, pomoč žrtvam nasilja. Ključnega pomena je sodelovanje vseh, ki se soočajo z nasiljem v družini. V Sloveniji je še vedno premalo raziskav glede nasilja v družini, čeprav je po sprejetju zakonske podlage Zakona o preprečevanju nasilja v družini in sprejetja Resolucije za nacionalno preprečevanje nasilja v družini 2009–2014 viden resen in discipliniran pristop. Za uresničevanje zastavljenih ciljev in nalog pa je potrebnega še veliko več dela s strani posameznikov, družbe, pristojnih nadzornih institucij ter same države. V empiričnem delu smo z analizo podatkov, zbranih s pomočjo anketnega vprašalnika, namenjenega zaposlenim strokovnim delavcem centrov za socialno delo, ki se pri svojem delu srečujejo ter soočajo z nasiljem v družini, skušali preučiti njihovo učinkovitost. Večina respondentov meni, da se cilji resolucije le delno uresničujejo, medsebojno sodelovanje različnih institucij se je po sprejetju Resolucije precej izboljšalo, načeloma pa se žrtve v primeru nasilja najpogosteje obrnejo na državni organ – policijo, ki v prvi vrsti posreduje, ko pride do nasilnega dejanja. Po mnenju strokovnih delavcev, zaposlenih na centrih za socialno delo, je glavni vzrok za nezadostno učinkovitost strategije omejevanja nasilja dolgotrajnost sodnih postopkov za obravnavanje primerov nasilja v družini, pa tudi samo nepoznavanje strategije, glavni razlog za nezadostno izvajanje akcijskega načrta pa je slabo poznavanje njegovih določil.

Title:The effectiveness of the strategy of resricting domestic violence in slovenia
Abstract:This research paper considers the efficiency of the strategy for reducing domestic violence in Slovenia. Anybody, regardless of their social status, can be a victim of domestic violence today. The most vulnerable groups (women, children, older people etc.) are more often exposed to domestic violence. Countries are making effort to restrict and prevent domestic violence by developing applicable strategies. The two main organisations, leading and directing the development of these strategies in European countries, are the European Union and the Council of Europe. Inter-institutional collaboration plays the most significant part in restricting violence as it determines the essential competences and tasks of the individual institutions and other organisations. In the first phase the strategies consider the treatment of the issues of domestic violence, they guide and educate the staff, treat the perpetrators and help the victims. The cooperation of everybody afflicted with domestic violence is of main importance. There is still a lack of research regarding domestic violence in Slovenia. But progress has been made by introducing the foundation for the Law for preventing domestic violence and adoption of the National programme for preventing domestic violence resolution 2009-2014. But to reach the set goals and tasks a lot more work has to be done among individuals, society, institutions and the state. In the empirical part of the paper we analysed data collected with a survey presented to the staff in social centres meeting with domestic violence as part of their job and we tried to get a look into the strategy’s efficiency. Most of the respondents believe that the resolution goals are only half met. Inter-institutional collaboration has improved after the adoption of the resolution, but the victims of domestic violence still tend to mostly turn to the public authority first. The police are still the ones to intervene on the spot while domestic violence is taking part. The social workers believe that the reasons for the inefficient effectivness of the strategy for restricting domestic violence lie in the lastingness of judicial proceedings for cases of domestic violence and in the inadequate familiarity with the strategy. The main reason for inadequate execution of the action plan is unfamiliarity with its definitions.
