Title:Pregled uporabe električnega paralizatorja kot prisilno sredstvo policije v državah Evropske unije : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Ureditev uporabe električnega paralizatorja kot prisilnega sredstva policije, se med državami članicami Evropske unije razlikuje. Evropske države si prizadevajo uporabo manj smrtonosnih prisilnih sredstev z namenom zmanjšanja uporabe strelnega orožja, kot najhujšega prisilnega sredstva. Električni paralizator represivnim organom omogoča snemanje policijskih postopkov, zmanjšanje oziroma preprečevanje zlorab ter možnost upoštevanja operativnih načel pri njegovi uporabi. Omeniti velja, da sleherna, zlasti pa neuspešna uporaba vseh prisilnih sredstev lahko vodi do poškodb, ki so lahko za osebo tudi usodne. Za zmanjšanje nastanka poškodb je zato potreben strokovno usposobljen kader, ki je zmožen pravilno ravnati v nastali situaciji ter delovati v skladu s pooblastili in navodili stroke. Zaključno delo je sestavljeno iz teoretičnega dela, ki vsebuje pregled, primerjavo in analizo domače ter tuje zakonodaje in pregled usposabljanja za uporabo električnega paralizatorja v primerjavi z drugimi policijami Evropske unije. Tuja zakonodaja se nanaša na države Evropske unije in Združene države Amerike. V nadaljnjem raziskovanju bi se lahko naredila primerjava ureditve pogojev med zveznimi državami Združenih držav Amerike, saj so le-ti med sabo različno regulirani. Za primerjavo pogojev bi potrebovali več časa, saj ima vsaka država svojo zakonodajo, v kateri so regulirana sredstva, ki jih uporablja policija. V zaključnem delu so tako vključeni zakonski pogoji v državah Evropske unije za uporabo paralizatorja kot prisilnega sredstva policije in primerjava ureditve pogojev za uporabo električnega paralizatorja med Združenimi državami Amerike in Slovenijo. V prihodnje bi bila potrebna uvedba priročnika in učbenika za študente ter študentke na Policijski akademiji, ki bi omogočala osnovno poznavanje električnega paralizatorja in tehnična navodila za uporabo paralizatorja.

Title:Overview of the use of the electric stun gun as a forceful means by the police in the european union
Abstract:The regulation of the use of the electric stun gun as a coercive means of the police differs between the Member States of the European Union. European countries are attempting to use less deadly coercive means to reduce the use of firearms as the worst kind of coercive means. The electric stun gun enables repressive authorities to record police procedures, reduce or prevent abuses and the possibility of considering operational principles in its use. It is worth mentioning that any, and especially unsuccessful use of all coercive means, can lead to injuries that can also be fatal for a person. Therefore, in order to reduce the occurrence of injuries, professionally qualified staff is needed who is able to act correctly in the given situation and act in accordance with the authorizations and instructions of the profession. The final work consists of a theoretical part, which includes a review, comparison and analysis of domestic and foreign legislation and a review of training in the use of electric stun guns in comparison with other police forces in the European Union. Foreign legislation applies to the countries of the European Union and the United States of America. In further research, we could compare the regulation of conditions among the federal states of the United States of America, as they are regulated differently. It would take more time to compare the conditions, as each country has its own legislation regulating the means used by the police. Thus, the final part includes the legal conditions in the countries of the European Union for the use of a stun gun as a coercive means of the police, and a comparison of the regulation of the conditions for the use of an electric stun gun between the United States and Slovenia. In the future, it would be necessary to introduce a manual and a textbook for students at the Police Academy, which would provide basic knowledge of the electric stun gun and technical instructions for the use of the stun gun.
