Title:Značilnosti sodobnega pomorskega piratstva in grožnje mednarodni skupnosti

Abstract:Namen prispevka: Predstaviti vrste in značilnosti sodobnega pomorskega piratstva ter na podlagi tega oceniti njihovo grožnjo mednarodni varnosti. Metodologija: Prispevek temelji na zbiranju, analizi in interpretaciji primarnih in sekundarnih virov. V tretjem poglavju je uporabljena analiza trendov in primerjalna analiza števila piratskih napadov v svetu. Primerjalna analiza je nato uporabljena še v četrtem poglavju pri ugotavljanju značilnosti sodobnih piratskih skupin. Ugotovitve: Pirate lahko v grobem razdelimo na običajne in na organizirane piratske skupine. Prvi se piratstva poslužujejo predvsem iz potrebe po preživetju in izvajajo v glavnem majhne oborožene rope, med tem ko je motivacija drugih dobiček in izvajajo v glavnem večje ugrabitve, včasih celotnih ladij, tovora in posadke. Grožnja, ki jo pirati predstavljajo mednarodni skupnosti, je kompleksna in večplastna, uspešno soočanje z njimi pa prav tako zahteva večplasten odziv, ki ne sme biti omejen zgolj na boj proti piratom na morju ampak tudi odpravljanje vzrokov za njegov nastanek na kopnem. Omejitve: Prispevek temelji zgolj na uradnih statistikah piratskih napadov in njihovih značilnostih, dejstvo pa je, da večina piratskih napadov ostane nezapisanih. Izvirnost/pomembnost prispevka: V prispevku so na podlagi značilnosti piratskih skupin in njihovih modus operandi predstavljene grožnje, ki jih te skupine predstavljajo mednarodni skupnosti, hkrati se skozi vzgibe piratov za svoje delovanje razkrivajo vzroki za nastanek piratstva in s tem nakazuje strategije za soočanje s tem fenomenom.

Title:Characteristics of Modern Maritime Piracy and Its Threats to International Security
Abstract:Purpose: To present types and characteristics of modern maritime piracy and to asses their threat to international security. Methodology: Article is based on gathering, analysis and interpretation of various primary and secondary sources. Trend and comparison analysis of the number of pirate attacks is used in third chapter. Comparison analysis is once again used for comparing various pirate groups and their characteristics in fourth chapter. Findings: Pirates can generally be divided on common and organized pirate gangs. Common pirate gangs utilize piracy as mean of survival and they mostly conduct low scale armed robberies while profit is the main motivation of second type of pirate gangs and most of their attacks come in form of high scale hijackings aimed sometimes aimed at seizing entire ship, cargo and crew. International community is faced with multilayer pirate threat and response to this threat demands multilayer approach that should not be limited only on fighting pirates at seas but also at eradication of its causes at land. Research limitations/implications: Article is based only on official statistics of pirate attacks and their characteristics. It is a fact however, that majority of pirate attacks are not recorded. Originality/Value: Through analysis of pirate gangs and their modus operandi article presents their threats to international security, while at the same time, through observation of motivations behind pirate attacks, it uncovers causes of piracy and implicates strategies for effective dealing with this phenomena.
