Title:Uporaba programa ArcGIS pri analizi kaznivih dejanj tatvin motornih vozil v obdobju 2008-2012 v Ljubljani

Abstract:Namen: Tatvine motornih vozil so vsakodnevni problem, še posebej v večjih mestih. Z analizo tatvin smo želeli predstaviti uporabno vrednost kartiranja za analitike tako na področju iskanja vzorcev in določanja lokacij kot tudi napovedovanja dogodkov. Prav tako smo želeli predstaviti uporabnost programa ArcGIS za analizo kaznivih dejanj. Metodologija: Analizo problematike kaznivih dejanj tatvin motornih vozil smo naredili s kartiranjem, pri čemer smo si pomagali s programom ArcGIS. To nam je omogočilo vizualizacijo podatkov iz policijske baze o geolokacijah kaznivih dejanj v Republiki Sloveniji. Pri analiziranju smo se omejili na območje Mestne občine Ljubljana v obdobju 2008−2012. Ugotovitve: Ugotovili smo, da se povečan problem tatvin motornih vozil dogaja predvsem na območjih, ki so od samega centra mesta Ljubljane nekoliko oddaljeni, vendar še vedno znotraj mestne obvoznice. Problem predstavljajo predvsem nezavarovana parkirišča, v bližini bivalnih objektov in predvsem v nočnem času. Omejitve raziskave Glavno omejitev predstavlja vprašljiva doslednost pri beleženju podrobnosti obravnavanih kaznivih dejanj. Pri podatkih, ki so nam bili na voljo, smo imeli ure, ki naj bi predstavljale čas storitve kaznivih dejanj, vendar smo ugotovili, da gre pravzaprav za čas naznanitve policiji. Policisti sicer beležijo tudi čas, kdaj je bilo ukradeno motorno vozilo nazadnje videno, vendar tega podatka nismo imeli na voljo. Zanimivo bi si bilo namreč pogledati časovno razliko med zadnjič videnim motornim vozilom in naznanitvijo tatvine vozila policiji. Praktična uporabnost: Praktično uporabnost predstavljajo predvsem predlogi za zmanjševanje tatvin motornih vozil, ki smo jih podali glede na rezultate opravljenih analiz. Izvirnost/pomembnost prispevka: Menimo, da uporaba programa ArcGIS v študijske namene še ni tako razvita, kot bi morda lahko bila, zato smo želeli predstaviti uporabnost pri vizualizaciji in obdelavi podatkov, ki so nam na voljo.

Title:Using ArcGIS program in analysing criminal offences of motor vehicle thefts in Ljubljana between 2008−2012
Abstract:Purpose: Motor vehicle thefts are a daily problem, especially in larger cities. Analysing the thefts, our aim was to present an applied value of mapping for analysts in the fields of searching the patterns and determining locations as well as foreseeing the events. Moreover, we intended to present applicability of ArcGIS programme in analysing criminal offences. Design/Methods/Approach: We analysed the issue of motor vehicle thefts by crime mapping, using ArcGIS program. This enabled the visualization of data from the police database on geolocation of crimes in the Republic of Slovenia. In the analysis we limited ourselves to the area of the Municipality of Ljubljana and the period 2008−2012. Findings: We established that the increased problem of motor vehicle thefts occurs especially in areas that are somewhat distant from the city centre of Ljubljana but still within the city bypass. Unprotected parking lots near residential buildings are the most problematic, especially during the night time. Research Limitations: The main restriction is a questionable consistency in recording details of offenses under consideration. The available data contained time that supposed to represent the time when a motor vehicle was stolen, but we found out that this is actually a time, when crime was reported to the police. The police record the data on the time, when a stolen motor vehicle was last seen as well, but this information was not available to us. It would be interesting to see the time span between the time when the vehicle was last seen and the time when the theft was reported to the police. Practical Implications: The practical applicability is represented mainly by the proposals for reducing motor vehicle thefts that we made according to the results of the analyses. Originality/Value: We believe that the use of ArcGIS program for research is not as developed as it might be, so we wanted to present the applicability in the visualization and processing of the available data.
