Title:Ekološka kriminaliteta na območju mestne občine Murska Sobota : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Področje kriminalitete se je razširilo tudi na okolje, saj so kriminalne skupine ugotovile, da je poslovanje z različnimi odpadki ali trgovanje z zaščitenimi živalskimi vrstami zelo donosno. Ekološka kriminaliteta se deli glede na osebe, ki jo izvajajo ter glede na dejanja, ki se izvajajo v škodo okolja in prostora, v katerem človek živi. V Sloveniji je področje varovanja okolja urejeno s številnimi zakoni ter podzakonskimi akti. Kot prvi so varuhi okolja inšpektorji različnih področij, ki opravljajo redne ter izredne nadzore. Pri svojem delu imajo pooblastila, da lahko kršitelje tudi kaznujejo. Če zaznajo večje kršitve, primere predajo policiji, ki nato zbira dokaze ter kršitelje preda sodišču. Na območju PU Murska Sobota se ne beleži veliko število kaznivih dejanj zoper okolje in prostor. Med pogostimi kaznivimi dejanji na tem področju so: onesnaževanje tal, onesnaževanje vode, ravnanje z odpadki, nezakonita trgovina z živalskimi in rastlinskimi vrstami, mučenje živali ter nezakonit lov. Velik problem v MO Murska Sobota predstavljajo divja odlagališča, kjer za varstvo okolja skrbijo z ustreznimi javnimi službami, izvajanjem čistilnih akcij ter raznim ozaveščanjem ljudi. Ugotovili smo, da bi bilo treba vse službe, ki se ukvarjajo z varstvom okolja, medsebojno povezati. Prav gotovo pa je bistvenega pomena, da se kršitelje ustrezno kaznuje. Pri inšpekcijskih nadzorih je bilo odkritih veliko kršitev, ki pa se običajno na tej stopnji končajo, saj je kršitelje izredno težko najti ter jih kaznovati, zato bo policija, poleg inšpekcijskih služb in mestnega redarstva, imela v prihodnje veliko dela.

Title:Environmental crime in the municipality of Murska Sobota
Abstract:The area of crime has expanded on environment as well, since criminal groups have discovered making business related to waste can be very profitable. Environmental crime is divided according to people performing it as well as actions performed to damage the environment and human habitats. In Slovenia, the area of environmental protection is covered by several legislation and regulation acts. Primarily, guards of the environment are inspectors from different sectors, who carry out regular and emergency controls. When doing their job, they are authorised to sanction violators if necessary. In case of detecting major violations, they are supposed to remit them to the police, where they collect the pieces of evidence and remit the violators to the court. The area covering Police Directorate Murska Sobota does not record a large number of criminal acts against the environment. The most common criminal acts from this area include: the pollution of soil, water pollution, waste management, illegal trading with animal and plant species, animal abuse and illegal hunting. Another big problem is represented by illegal landfills on the area of Police Directorate Murska Sobota and on the area of the City Municipality of Murska Sobota where they provide environment protection by corresponding public services, organizing clean-up actions and by raising awareness of people. It is essential to sanction violators accordingly. During inspection controls many violations have been detected, however procedures are normally terminated at this point since it is extremely difficult to find and consequentially sanction the violators. Regarding these facts, the police as well as inspection services and municipal security will have a lot of work on this particular area in the future.
