Title:Narko karteli v Mehiki : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Mehiški narko karteli predstavljajo izjemno nevarnost v svetovnem merilu. Zaradi njihove strukture in dela trpijo tako državljani Mehike kot tudi države po svetu, v katerih imajo karteli svoj interes. Največji problem predstavljajo nelegalne droge in njihova distribucija oziroma vnos v ostale države. Za namene dela izkoriščajo migrante in ostale ljudi, ki ne najdejo zaposlitve ali so drugače prisiljeni v nelegalno delo. Droge pa niso edini zaslužek za kartele, uporabljajo izsiljevanje, krajo nafte in olja, pranje denarja, tihotapljenje in ugrabitve. Pri vsem si pomagajo s tehnologijo, ki večkrat presega zmožnosti tehnologije policije in vojske. Njihovo delovanje v zadnjem desetletju govori o vojaški natančnosti in ne več samo o obliki organiziranega kriminala. Tako kot vse okoli nas se tudi karteli razvijajo z namenom preživetja, največkrat pa so žrtve tega razvoja nedolžni in obupani prebivalci Mehike. Vpliv, ki ga imajo karteli na politiko in razvoj države, je viden v nezaupanju ljudi v državne organe in v skoraj neobstoječ svoboden tisk. Statistika nasilnih ugrabitev in umorov se v državi iz leta v leto veča in med tem, ko so med žrtvami vedno civilisti, je vedno večje število novinarjev, policistov in ostalih državnih uslužbencev, ki se upirajo narko kartelom. Nekateri analitiki menijo, da državi ni več pomoči, vendar so v manjšini. Združene države Amerike in Mehika imajo, kot sosednji državi, dogovore o sodelovanju in preprečevanju korupcije in kriminala, pomagajo pa tudi Združeni narodi in različne organizacije za pomoč. Ne glede na svetovno pomoč so narko karteli globoko zakoreninjeni v Mehiki in trenutna svetovna situacija sovraštva in nestrpnosti do migrantov jim pomaga pri pridobivanju novih prostovoljnih in prisilnih članov.

Title:Mexican narco cartels
Abstract:Mexican drug cartels represent an exceptional global threat. Because of their inner structure and illegal activities, the citizens of Mexico and of the countries around the world in which the cartels are active are suffering. Of course, the biggest problem is the illegal drugs and their distribution to or entry into other countries. Migrants and other people who cannot find employment or have been forced into illegal work are being exploited for labour purposes. Drugs are not the only source of income for the cartels; they also practise extortion, oil theft, money laundering, smuggling and kidnapping. They make use of technology which is often more advanced than the police and military technology. Their activities over the last decade speak of military precision, and not just a form of organized crime. Like everything around us, the cartels are developing in order to survive, but the victims of this development are mostly the innocent and desperate inhabitants of Mexico. The influence of cartels on politics and on the development of the state is seen in the people's distrust of state authorities and in the almost non-existent free press. The statistics of violent abductions and murders in the country are increasing every year, and while the victims are always civilians, there is an increasing number of journalists, police officers and other state employees who are resisting drug cartels. A minority of analysts believe that the country is beyond saving. The United States of America and Mexico, as neighbouring countries, have concluded agreements on cooperation and prevention of corruption and crime; they also receive help from the United Nations and various aid organizations. Regardless of global aid, drug cartels are deeply entrenched in Mexico and the current global situation of hatred and intolerance towards migrants is helping them to acquire new voluntary and involuntary members.
