Title:Problematika financiranja in stroškov servisiranja medicinskih pripomočkov v sloveniji iz obveznega zdravstvenega zavarovanja

Abstract:Dandanes se soočamo s procesom staranja prebivalstva, ki za državo predstavlja veliko obremenitev kot so rast izdatkov za zdravstvo, pokojnino in za druge s staranjem povezane izdatke. Bistvena razloga, da se v Sloveniji prebivalstvo neprestano stara sta relativno nizka rodnost in podaljševanje povprečne pričakovane življenjske dobe. Podaljševanje pričakovanega trajanja življenja je tesno povezano z zdravstvenimi spremembami oziroma spremembami v zdravstvenem stanju prebivalstva nasploh. V teoretičnem delu diplomske naloge smo predstavili obvezno zdravstveno zavarovanje, ki ga izvaja Zavod za zdravstveno zavarovanje Slovenije. Spoznali smo ZZVZZ ( Zakon o zdravstvenem varstvu in zdravstvenem zavarovanju), ki določa vrste pravic iz obveznega zdravstvenega zavarovanja in njihovo uveljavljanje na podlagi Pravil iz obveznega zdravstvenega zavarovanja. Predstavili smo tudi načine financiranja obveznega zdravstvenega zavarovanja in pomen prostovoljnega zdravstvenega zavarovanja. Nadalje smo predstavili področje medicinskih pripomočkov, ki so pravica zavarovanih oseb v breme obveznega zdravstvenega zavarovanja. Analizirali smo podatke o stroških izdanih, izposojenih in servisiranih medicinskih pripomočkov, financiranih iz obveznega zdravstvenega zavarovanja ter predstavili skupine medicinskih pripomočkov, ki določilno vplivajo na skupne stroške za medicinske pripomočke.

Title:Problems of financing and costs of servicing medical devices in slovenia from compulsory health insurance
Abstract:Today, we are facing the process of aging population, which presents a lot of burdens for the State, like healthcare and pension expenditure growth and other expenditures, connected with aging. The main reasons for constant aging of the population in Slovenia are a relatively low natality and increasing average life expectancy. The increase of life expectancy is closely connected with health changes or changes of the health state of the population as such. In the theoretical part of the thesis, we presented the compulsory heath care insurance, provided by the Health Insurance Institute of Slovenia. We presented the Health Care and Health Insurance Act, which determines the types of rights arising from the compulsory heath care insurance and their enforcement based on the Rules on compulsory health insurance. We also presented the types of financing the compulsory health insurance and the importance of voluntary health insurance. Further on, we presented the field of medical devices, which are the right of insured persons covered by the compulsory health insurance. We analysed the data about costs of the released, borrowed and serviced medical devices, covered by the compulsory health insurance, and presented groups of medical devices, which have a heavy impact on the total costs for medical devices.
