Abstract:Korupcija je eden izmed resnih problemov v družbi, najbolj opazna je v državah v razvoju in v bivših socialističnih državah. Po slovenski zakonodaji je korupcija opredeljena kot »vsaka kršitev dolžnega ravnanja uradnih in odgovornih oseb v javnem ali zasebnem sektorju, kot tudi ravnanje oseb, ki so pobudniki kršitev ali oseb, ki se s kršitvijo lahko okoristijo, zaradi neposredno ali posredno obljubljene, ponujene ali dane oziroma zahtevane, sprejete ali pričakovane koristi zase ali za drugega«. Korupcija ima številne oblike, kot so: podkupovanje, trgovanje z vplivi, zloraba funkcij, lahko pa se skrije tudi za nepotizmom, navzkrižjem interesov med javnim in zasebnim sektorjem. Njeni učinki so resni in zelo razširjeni. Korupcija predstavlja tudi grožnjo varnosti. Deluje kot zaviralec gospodarske rasti, saj ustvarja poslovno negotovost, upočasnjuje procese in nalaga dodatne stroške. Čeprav se lahko narava in obseg korupcije med državami EU razlikujeta, škoduje EU kot celoti, saj znižuje raven naložb, ovira pošteno delovanje notranjega trga in zmanjšuje javne finance. V svetu se države povezujejo v številne organizacije in skupnosti, eno izmed najmočnejših in najbolj urejenih predstavlja Evropska Unija. Države članice si morajo med seboj in med Unijo zaupati za uspešno sodelovanje, kar pa ni vedno lahko, zlasti če so članice znane po neupoštevanju človekovih temeljnih pravic ali po sistemski korupciji. Ena izmed najperspektivnejših držav kandidatk za pridružitev Evropski Uniji je Republika Črna gora. Država, ki se poteguje za članstvo mora izpolnjevati določene kriterije na področju gospodarstva, politike in zakonodaje, kar določata Maastrichtska pogodba in Kopenhagenski kriteriji. Črnogorska zakonodaja jo opredeljuje kot vsako zlorabo uradnega, poslovnega ali družbenega statusa ali vpliva, da bi pridobili osebno korist ali korist za drugega. V diplomskem delu je predstavljeno stanje in napredek v boju proti korupciji v Republiki Črni gori, od pridružitve k Skupini v boju proti korupciji (ang. The Group of states against corruption – GRECO) s pristopom h Kazenskopravni konvenciji o korupciji št. 173 leta 2006, pa do zadnje četrte evalvacijske obravnave GRECA.

Title:Role and significance of group of states against corruption (greco) in reduction of corruption in the Republic of Montemegro
Abstract:Corruption is one of the more serious problems in society, most notably in developing countries and in the former socialist countries. It is defined by slovene legal norms as »any abuse of official, commercial or social status or influence in order to obtain personal gain or benefit for another«. Corruption has many forms, such as bribery, trade in influences, abuse of functions, and can also be hidden behind nepotism, conflicts of interest or between the public and private sectors. Its effects are serious and widespread. Corruption is a security threat. It acts as an inhibitor of economic growth, as it creates business uncertainty, slows down processes and imposes additional costs. Although the nature and extent of corruption between EU countries can vary, it is detrimental to the EU as a whole, reducing the level of investment, hampering the fair functioning of the internal market and reducing public finances. In the world, countries connect in a number of organizations and communities, one of the most powerful and regulated is the European Union. Member States need to trust each other and between the Union for successful cooperation, which is not always easy, especially if members are known for ignoring human fundamental rights or systemic corruption. One of the most promising candidate countries for joining the European Union is the Republic of Montenegro. The country that is applying for membership must meet certain criteria in the field of economy, politics and legislation, as defined by the Maastricht Treaty and the Copenhagen Criteria. This concluding part presents the state of and progress in the fight against corruption in the Republic of Montenegro since the accession to the Group of states against corruption (GRECO) with the accession to the Criminal Law Convention on corruption no. 173 in 2006, until the last fourth evaluation session.
