Title:Finančni vidik delovanja javnega zdravstvenega sistema v Sloveniji in na Hrvaškem

Abstract:V diplomskem projektuV delu diplomskega projekta sem predstavila osnovne vidike financiranja na področju javnega zdravstvenega sistema Slovenije in Hrvaške, njune izdatke in prejemke ter nekatere težave, s katerimi se sooča njuno javno zdravstvo. Financiranje zdravstvenega sistema pomeni zbiranje sredstev in njihovo razporejanje le teh na različne ravni zdravstvene dejavnosti. Ugotovitve, ki izhajajo iz raziskave dela diplomskega projekta, so, da na javno zdravstvo v veliki meri vplivajo izdatki, ki se nenehno povečujejo v obeh državah, hkrati pa na javno zdravstvo vplivajo tudi različne reforme, ki se izvajajo neuspešno. Obe državi se soočata s težavami v sistemu javnega zdravstva, kot so: dolge čakalne vrste, pomanjkanje denarja in posledično pomanjkanje izvajalcev zdravstvenih storitev. TežavaTežavo v zdravstvenem sistemu predstavljapredstavljata tudi zastarela oprema in premalo investicijskih vlaganj. V zadnjih nekaj letih se tako v Sloveniji kot Hrvaškina Hrvaškem pojavlja tudi trend, ki se imenuje staranje prebivalstva. Ta trend kaže na večanje deleža starejšega prebivalstva in manjšanje deleža mlajše populacije, kar negativno vpliva na javnofinančne izdatke, ki so najvišji na področju pokojnin, ki hkrati predstavljajo največji delež izdatkov in so povezani s staranjem.

Title:The financial aspect of the public health system in Slovenia and Croatia
Abstract:In my diploma I have presented the basic aspects of financing in the healthcare system of Slovenia and Croatia, their expenditures and receipts and some of the problems that their healthcare system. Funding healthcare system means collecting and allocating resources to all levels of health care. Findings from the diploma are that the healthcare system is largely influenced by expenditure which are continually increasing in both countries, while healthcare system is also affected by various reforms which are unsuccessful. Both countries are facing with problems in the healthcare system, such as: long queues, lack of money and consequently lack of health care providers. The problem in the healthcare system is also obsolete equipment and insufficient investments. In the last few years in Slovenia and Croatia is a trend called aging populations. This trend leads to an increase in the share of the elderly population and a decrease in the proportion of the younger population. This has a negative impact on the general government expenditure which is the highest in the field of pensions and at the same time account the largest share of expenditure and are related to aging.
